The issues of theft prevention were discussed at the Corse Of the Prosecutor General's office (Astana, March 27, 2017)

Today, the Prosecutor General chaired a meeting of the coordinating Council for law enforcement, law enforcement and crime control. The main topic of discussion was theft prevention.

In Korsoveta took part deputies of Senate and Majilis of the Parliament, officials of the presidential Administration, the office of the Prime Minister, the first heads of the state bodies, non-governmental organizations.

"Probably, and in this hall there is no person whose friend or relative would not become a victim of theft. The prevalence of the problem affects the social well-being of the society. Old prevention measures show their inefficiency, " Zhakyp Asanov said, opening the meeting.

It is noted that over 25 years in the country more than 2 million thefts were committed, 1.5 million of which remained unsolved. Theft accounts for 60 % of the total number of crimes. Only in the last 5 years, the damage from theft exceeded 70 billion tenge.

To improve the situation in October 2016, the Prosecutor General's office jointly with the Ministry of internal Affairs initiated the project " Stop thefts!". Its goal is to drastically reduce the number of thefts, improve the security system of citizens, and prevent the Commission of new theft.

Head of the 2nd Department of the Prosecutor General's office Kussain Igembayev in his report highlighted new approaches to theft prevention, which consist in involving citizens and entrepreneurs in the process, as well as using modern technologies and positive experience of foreign countries.

They noted that the project plans to expand the network of video surveillance cameras through the introduction of a reward system. In particular, it is proposed to pay a percentage of the amount of the fine collected to the owner of the video camera, which was used to solve a criminal offense.

At the same time, Kazakhtelecom JSC presented a project to expand the network of video cameras in apartment buildings - "Cloud video surveillance". Its essence is that for a small monthly fee, residents will be able to independently look after their home online from smartphones and other gadgets. At the same time, you can view archived records through your personal account.

To reduce the theft of mobile phones, it is proposed to implement the experience of Australia, where in 2002 mobile operators began to create lists of IMEI codes of stolen devices and block them in the network. This led to the theft of mobile phones becoming meaningless, as they stopped working and lost material value.

Proposals to minimize the theft of livestock, cell phones, car theft, tougher responsibility for illegal arms trafficking and others were made in the report of the head of the criminal police Department of the Ministry of internal Affairs Armanbek baimurzin.

In particular, they expressed the idea of creating pens for temporary housing of unsupervised and suburban livestock, as well as the adoption of Common rules for grazing and keeping farm animals. The latter will eliminate uncontrolled grazing and reduce theft from pastures and land.

He also noted that the measures taken this year have managed to reduce the number of registered thefts by 7.9%, as well as to improve the detection of thefts of the "past years" category by 41%.

Also at the meeting, it was proposed to increase the responsibility of security organizations for theft in protected areas, to regulate the activities of pawnshops by law, to provide for the responsibility of market owners to compensate for the theft committed on their territory.

These and a number of other proposals are included in the draft Roadmap, which provides for about 40 activities.
