The Prosecutor General's office held a meeting of the national Commission on domestic violence

Today in the Prosecutor General's office under the chairmanship of Secretary of state of the Republic of Kazakhstan Gulshara Abdykalikova held an extended visiting meeting of the national Commission for women's Affairs and family and demographic policy under the President of Kazakhstan on the prevention of domestic violence.

The head of the national Commission Gulshara Abdykalikova noted that domestic violence remains one of the problems with serious social consequences. Violence itself is a phenomenon that not only violates the rights of victims, but also serves as a negative example for the younger generation.

Crimes against women have increased by 90 %. Every third murder is committed in the family. Last year, 36 women and 1 child were killed. 2,481 women and 851 children were subjected to violence. 742 women and 175 minors died from suicide.

The Prosecutor General proposed 7 measures aimed at solving the most urgent, systemic problems.

First. Introduce special courses in schools to teach the basics of entrepreneurship. The main goal is to help children discover their talents, prepare them for adulthood, and eliminate the psychology of dependency.

Second. In the article of the Head of state " a View to the future: Modernization of public consciousness " reflects several directions for young people:

- competitiveness;

- pragmatism;

- national consciousness;

- the cult of knowledge;

- readiness for change.

Emphasizing the importance of this idea, it is necessary to introduce a subject in schools on the basics of family, ethics and psychology of family life.

The third. Change the legislation. In particular, a number of amendments to the marriage and family Code, the criminal code, the administrative code and other laws have been developed to protect victims from domestic violence.

Fourth. Expand the range of prevention subjects to include other state agencies that carry out this work within their competence. These are the Prosecutor's office, justice, the ministries of information and communications, culture and sports, religious Affairs and civil society.

Fifth. Implement in the strategic plans of state agencies an indicator of the effectiveness of their activities on the prevention of domestic violence. Currently, there are no criteria for evaluating their work in this area.

Sixth. The measures taken do not have a proper preventive effect. The lack of a clear funding mechanism at the Central and regional levels weakens prevention efforts.

Determine the authorized state Agency for family Affairs. It would be useful to establish specialized units in the regions on these issues.

Seventh. The norms of the current specialized law on the prevention of domestic violence provide for the protection of the rights of the victim, and work directly with the offender remains not covered. Rather than spend several billion dollars on medical detox facilities every year, it would be more appropriate to form a service to work with aggressors.

In 2016, The presidential decree approved the Concept of family and gender policy in the Republic of Kazakhstan until 2030. It is aimed at improving the effectiveness of the family protection system and reducing the incidence of violence in it.

The Prosecutor General announced the implementation of the Roadmap of 53 specific measures.

Zhakip Asanov Proposed to implement a pilot project. 2 districts of South Kazakhstan region were selected as the testing region.A group of employees of Central government agencies will travel to these areas, hold meetings with the population, explain their rights, and deal with prevention.

Based on the results of the discussion, other participants of the meeting also made proposals for further improvement of mechanisms for preventing family and domestic offenses, solving problems of law enforcement practice.
