August 11, 2017, Astana. Yesterday, there was a meeting of the round table on the matters of prevention of crimes related to attacks on endangering life at the General Prosecutor’s Office.
Employees of the prosecutor's office, police, representatives of local executive bodies and scientists took part in the meeting.
Opening the meeting, Deputy Prosecutor General Yerlik Kenenbayev noted the special importance of the topic under discussion, stressing that the protection of human life and health is the primary task of law enforcement bodies. Therefore, the choice of the topic is not accidental, it is caused by negative structural changes in crime.
At the round table they discussed preliminary results of the inter-institutional scientific research conducted by the Academy of Law Enforcement Agencies.
Since 1997, the number of registered murders has declined 3 times. However, the number of qualifying gravamen of a charge has increased.
Over the past five years, the number of victims - pregnant women - has increased five-fold. For two years, twice - murder, committed in a way that is dangerous for the lives of many people. The number of murderers who had previously committed criminal offenses doubled. Every second murder is committed in a state of alcohol intoxication. Every third killer is an alcohol addict.
The largest number of murders was committed in Kostanay, Karaganda and East Kazakhstan regions.
Further studies of the structure, the dynamics of changes in the killings will help to assess the extent of this phenomenon and will allow developing effective forms and methods of countering crime associated with encroachments on human life, including in certain regions.
As a result of the round table, they developed recommendations on the interaction and exchange of scientific and practical experience in combating this type of crime and their prevention.
