At the General Prosecutor‘s Office they presented the project "E-criminal case"

August 14, 2017, Astana. There was an interdepartmental meeting at the General Prosecutor’s Office where the matters of the implementation of the Electronic Criminal Case and its pilot approbation in a number of regions were discussed with representatives of the Supreme Court, the Ministry of Internal Affairs, the Ministry of Finance, the ARK for CSA and AC.

The project is implemented within the framework of the President's Message on the development of digital technologies in the country.

To this end, the Committee for Legal Statistics and Special Accounts of the General Prosecutor's Office developed an "E-criminal case" program without additional costs from the budget.

The program covers all stages of the criminal process: from the registration of a crime, its investigation and to the execution of a sentence.

As Zhakip Asanov noted: "Digitalization of the criminal process will allow solving a number of sensitive matters for the population, as well as simplifying the procedure for collecting evidence and drafting procedural documents, reducing the risks of falsification of case materials, as well as material costs and the burden on investigative and judicial bodies."

With a view of qualitative implementation of the program on August 11 of the current year between the above mentioned agencies was signed a joint order and an interdepartmental working group was established.

Since August 15 of the current year the first the program is tested in Astana and Zhambyl region, since September 10 - in Atyrau and East Kazakhstan, and since September 20 - in the West and South Kazakhstan regions.

What will ‘Electronic criminal case’ give?

a) there will be no falsification of the criminal case, they will not be lost;

b) will get rid of unnecessary paper red tape;

c) with the transition to the electronic format, cases will be investigated more quickly. The program will have about 100 templates of procedural documents. The sanction of the court will be available electronically;

d) the analytics will increase. Each case will be considered more carefully and there will be an opportunity to form a common practice across the country;

e) the victim, the accused, as well as the lawyer can at any time in online mode see how the case is being investigated;

g) the module of electronic appeals will start working. If the parties complain about the investigator actions, then the prosecutor can immediately check his actions online.

The program has a high degree of protection against unauthorized access to the criminal case file by unauthorized persons, including system administrators. Only the investigator will have access to the case file who is conducting the case, and the prosecutor.
