Press release on the meeting of the coordinating Council for law enforcement, law enforcement and crime control (June 3, 2015)

Today, under the chairmanship of Prosecutor General Askhat Daulbayev, a regular meeting of the coordinating Council for law enforcement, law enforcement and crime control was held, which discussed issues of interaction between authorized state bodies and the effectiveness of measures taken to form the principle of "zero tolerance" for disorder and minor offenses in society.

It was attended by members of the coordination Council, members of Parliament, responsible officials of the Presidential Administration, the Office of the Prime Minister, law enforcement and other Central Executive bodies, in videoconference mode-regional prosecutors, members of regional coordination councils, Deputy mayors of the regions responsible for the prevention of offenses.

As the Prosecutor General noted, the Head of state set the task of creating an atmosphere of intolerance to minor offenses in society, calling for not putting up with even the most minor offenses.

As part of the implementation of this instruction, the internal Affairs agencies have done a lot of work, which resulted in a significant increase in the number of detected offenses. According to statistical data, over 1.5 million administrative offenses were registered in 5 months of this year, which is 55.4% more than in the same period of 2014 (1 000 863).

However, these figures do not fully reflect an objective picture of the state of law in this area. The President's instructions are often carried out formally. As the Prosecutor's check showed, there is no consistent and systematic work to create an atmosphere of intolerance to offenses in the country. Many offences remain out of the police's sight. There is no proper interaction between authorized state bodies and local Executive structures.

As a result, it is difficult to overcome our society's condescending attitude to minor offenses. On the one hand, this is due to legal nihilism and insufficient level of legal culture of the population, on the other - people's distrust of law enforcement agencies.

Based on the results of the analysis and discussion of the current situation, the members of the coordination Council proposed specific recommendations aimed at improving the legal awareness of citizens and preventing offenses.

As noted by the participants of the meeting, punitive measures alone will not solve the problem of lack of culture and hooliganism. To do this, first of all, the social environment itself must be changed, the conditions that contribute to the Commission of anti-social actions must be eliminated. Local Executive bodies and authorized structures should create favorable living conditions that ensure human security and create an atmosphere of comfort.

Another priority is to increase the promotion of law-abiding behavior. Preventive measures should cover all segments of the population and age groups. Special attention should be paid to legal education of the younger generation. Educational institutions should become an important tool for the formation of legal awareness.

In the work to overcome legal nihilism, there should be the society itself is involved, the Prosecutor General stressed. To do this, you need to use all available resources – the media, the Internet and social networks, and labor collectives.

The Institute of volunteerism and public helpers is also very important. Therefore, it is necessary to use more fully such an important element of crime prevention as involving citizens in ensuring public order.Members of the coordinating Council proposed to consider the issue of monetary incentives - in the form of a certain percentage of the fine collected from the violator - for citizens who actively help law enforcement agencies in preventing and detecting offenses. Preliminary discussion of the proposed innovation in social networks showed that the majority of users support this idea.

Special attention is paid to the need to ensure the principle of inevitability of punishment. Each offender who remains unpunished cultivates a sense of permissiveness, which, in turn, creates the ground for committing more serious offenses, A. Daulbayev noted. Therefore, it is necessary to use all the law enforcement potential of the police to effectively prevent offenses, strengthen law and order and public safety.
