One of the key factors for the successful implementation of investment projects is the availability of ready infrastructure, which significantly reduces the time and costs of constructing a facility.
Today, in order to provide investors with infrastructure, various state support measures are in place, including the public-private partnership (PPP) mechanism.
However, until recently, only projects with an investment volume of at least 15.7 billion tenge (equivalent to 4 million times the monthly calculation index) could make use of this mechanism. Such a requirement narrowed the pool of potential investors willing to invest in infrastructure construction within the PPP framework.
Therefore, the General Prosecutor’s Office initiated a proposal before the Ministry of National Economy to lower the minimum investment threshold for infrastructure construction.
As a result, on August 23, 2025, amendments entered into force (Order of the Deputy Prime Minister – Minister of National Economy dated June 16, 2025, No. 52 “On Certain Issues of Planning and Implementation of Public-Private Partnership Projects”), which provide for a twofold reduction in the required investment amount (down to 7.8 billion tenge).
This decision is aimed at developing infrastructure in the regions, attracting additional investment, and creating new jobs.
We inform you that to receive this type of state support, entrepreneurs and investors should apply to the local executive body of the relevant region.
