Introduction
The State Program for the Development and Functioning of Languages in the Republic of Kazakhstan for 2011-2019 (hereinafter referred to as the Program) was developed in accordance with Articles 7 and 93 of the Constitution of the Republic of Kazakhstan; the Law of the Republic of Kazakhstan dated July 11, 1997 "On Languages in the Republic of Kazakhstan"; the Strategic Development Plan of the Republic of Kazakhstan until 2025, approved by Decree of the President of the Republic of Kazakhstan dated February 15, 2018 No. 636; paragraph 3 of the Action Plan for the implementation of the instructions of the President of the Republic of Kazakhstan N.A. Nazarbayev, given at the XV session of the Assembly of People of Kazakhstan; The Doctrine of National Unity; the National Plan of the President of the Republic of Kazakhstan N.A. Nazarbayev "100 concrete steps: a modern state for all", the program article of the President of the Republic of Kazakhstan dated April 12, 2017 "A look into the future: modernization of public consciousness".
The program is based on the analysis of the current language construction in the country, takes into account the opinions and recommendations of the expert community dealing with issues of language policy.
During the development of the Program, the experience of over 30 foreign countries on the legal regulation of issues related to the implementation of the state language policy was studied.
This document is the regulatory and organizational basis for solving urgent problems in the field of functioning and development of languages and creating conditions for the full-scale use of the state language in all spheres of public life.
As the Head of State N.A. Nazarbayev noted at the XIII session of the Assembly of People of Kazakhstan: "We must make every effort to further develop the Kazakh language, which is the main factor in uniting all Kazakhstanis. At the same time, it is necessary to create favorable conditions so that representatives of all nationalities living in the country can speak freely, study in their native language, and develop it."
In the Doctrine of National Unity, the state language is defined as a key priority, the main factor of spiritual and national unity. Mastering it should become the duty and obligation of every citizen of Kazakhstan, an incentive that determines personal competitiveness and active participation in public life.
One of the main tasks of the program article of the Head of State "A look into the future: modernization of public consciousness" is to carry out work on the translation of the alphabet of the Kazakh language into Latin graphics.
The action plan for the implementation of the goals and objectives outlined in the Program is an integral part of it.
All the activities provided for in the Program are based on the priority of the development of the state language as the most important factor in strengthening national unity and are aimed at fully satisfying the spiritual, cultural and linguistic needs of citizens.
The success of the implementation of the Program will be ensured by integrating the main program measures into the strategic plans of state bodies while ensuring the effectiveness of the implementation of planned activities.
At the same time, in order to achieve practical results of these measures, joint efforts of all state bodies and economic entities of the republic, including national companies and financial organizations, are necessary.
Analysis of the current situation
The creation of an optimal sociolinguistic space in independent Kazakhstan is being built through the phased implementation of the language policy.
1997-2000 - with the adoption of the Law of the Republic of Kazakhstan "On Languages" in 1997 and the approval of the State Program for the Functioning and Development of Languages for 1998-2000, the formation of the legal basis for language construction in the main spheres of public life begins.
2001-2010 – within the framework of the implementation of the State Program of Functioning and development of languages for a ten-year period, the strategy of language construction was determined by three directions: expansion and strengthening of the social and communicative functions of the state language, preservation of the general cultural functions of the Russian language, development of other languages of the people of Kazakhstan. Also during this period, at the initiative of the Head of State, the implementation of the National Cultural Project "Trinity of Languages" was launched.
The results of the implementation of this Program laid the foundation for the subsequent language construction in the Republic of Kazakhstan:
1) the infrastructure of teaching the state language has been significantly expanded: organizations teaching and educating in the Kazakh language – 5644, schools - 3798, centers for teaching the state language - 87;
2) the process of translating office work into the state language is being actively implemented (the proportion of documents in Kazakh in state bodies is about 88%);
3) 219 publishing projects have been implemented, including 65 teaching aids, 47 books for children, 45 industry dictionaries and 62 cognitive, scientific, journalistic books. A one-volume large explanatory dictionary of the Kazakh language "Kazak sozdigi" has been released and the educational complex "Danalyk alippesi" has been developed on an innovative basis.
4) a number of TV projects have been implemented: reality shows, Kazakh language lessons, animated films, etc.;
5) based on a multi-level system for assessing language proficiency in the IELTS (Great Britain) and TOEFL (United States of America) systems, the Kaztest system has been developed. On the basis of the latest methodology for teaching the state language, textbooks "Kazakh Sozi", consisting of 500 words, and "Kazakh Sozi", consisting of 900 words, have been developed.
6) the methodology of accreditation of language centers of the state language has been developed;
7) on a systematic basis, the organization of methodological and organizational support for representatives of the Kazakh diaspora abroad in learning their native language is carried out. In order to support compatriots living abroad, the traditional small kurultai of the Kazakhs of Europe and the festival of arts are held, as well as sociological and analytical studies on the life of compatriots living abroad.
8) an innovative methodology of multilingualism for teaching languages of ethnic groups of Kazakhstan has been prepared;
9) in order to introduce new information technologies into the process of learning the state language, an Internet portal has been created and is constantly being updated (over 20 types of services). The portal "Tilalemi.kz", as well as the unified onomastic database "Atau.kz", spelling database "Emle.kz", terminology base "Termincom.kz ".
10) in order to develop Kazakh-language Internet resources and content, the number of distance learning language courses has been increased;
11) the communicative function of the state language is being strengthened (in the content of state mass media (hereinafter – the media), the volume of broadcasting in Kazakh in electronic media, as well as the share of the state language in print media is over 71%);
12) the Law of the Republic of Kazakhstan dated January 21, 2013 "On Amendments and Additions to some legislative acts of the Republic of Kazakhstan on onomastics" and a number of subordinate regulatory legal acts were adopted;
13) an effective system of state support for the languages of ethnic groups living in Kazakhstan has been created.
The logic of language construction over these years (2011-2019) is due to the presence of a number of problematic aspects in the country.
Uneven level of proficiency in the state language in society.
Despite the established methodology of teaching the state language, this aspect is associated with the fully unresolved problem of professional development of teachers and specialists of the Kazakh language, the lack of methods of teaching the Kazakh language at levels B1, B2, the lack of a systematic database of teaching aids at these levels.
Insufficient introduction of the state language into the social and communicative space of the country.
Problematic issues in this direction are primarily related to the expansion of the spheres of active use of the state language in the field of international communications, tourism, leisure and entertainment, its development as the language of law, science and new technologies. Along with this, the most important list of issues of increasing the prestige of its use, popularization of the state language as a family value is problematic.
At the same time, it is important to informatize the work on translating the alphabet of the Kazakh language into Latin graphics as much as possible.
The decline of language culture in the Kazakh society.
In this aspect, there are problems in the field of terminology, anthroponymy and onomastics. In this regard, the most significant are the work on standardization, improvement of terminology and unification of terms.
There are quite problematic issues in improving the culture of speech and writing in the linguistic space, preserving the purity of the language, language culture, speech melody in the media as the number of Internet consumers in the Kazakh language grows.
In this regard, it is planned to organize measures to preserve the norms of linguistic culture.
The need to preserve and strengthen the linguistic capital of Kazakhstanis.
In this aspect, there is a set of problems associated with the acquisition of three (Kazakh, Russian, English) languages by the population as a competitive advantage of Kazakhstanis, the creation of conditions for the preservation of the languages of ethnic groups that form the linguistic diversity of the culture of Kazakhstan, and the study of English and other foreign languages as a means of international business communication.
The priority need to solve these problems and improve the regulatory framework led to the following goals and objectives of the Program.

The main directions, ways to achieve the goals of the Program and appropriate measures
The first direction is mastering the state language
Goal: to achieve effective ways to ensure mastery of the state language
Target indicators:
1) the share of the population who speaks the state language (in 2016 – 80%, in 2017 - 83%, in 2018 - 85%, in 2019 – 90%);
2) the share of school graduates who speak the state language at the B1 level (in 2016 – 70%, in 2017 - 80%, in 2018 - 90%, in 2019 – 100%).
The implementation of the first direction of the Program involves the organization of work on the creation of a system of mastering the state language by all citizens of Kazakhstan. The core of this system is a three-component basis - improving the methodology of teaching the state language, expanding the learning infrastructure and stimulating the process of mastering the state language. This approach has identified three tasks of the first direction.
1. Improvement and standardization of the methodology of teaching the state language.
To improve the methodology of teaching the state language, it is envisaged, first of all, to improve the relevant teaching standards and introduce a system for assessing the level of proficiency in the state language through the creation of a model of continuing education.
The multilevel standard should provide for the elementary use of the language at levels A1-A2, independent use of the language at levels B1-B2 and competent use of the language at levels C1-C2.
On the basis of a standardized system, it is planned to develop methodological foundations for teaching the state language, including for people with disabilities.
These measures will ensure the mastery of the state language at the A1 level by primary school students, at the A2 level by middle-level students, at the B1 level by high school students, as well as institutions of technical and vocational education, at the B2 level by students of higher educational institutions, at the C1 level following the results of postgraduate education.
Along with this, it is also envisaged to improve and modernize the methodology of language acquisition. The Kazakh language should become the language of full-fledged everyday functional and professional communication.
An absolute necessity will be the constant process of creative pedagogical search and development of new teaching methods based on the standard of teaching the Kazakh language through the model of continuing education.
The necessary components of the system being built are professional development and training of teachers of the Kazakh language in accordance with the requirements of the current legislation.
Due to the small number of scientific and educational centers that have organizational and methodological capabilities to train specialists at a qualitatively high level, it is assumed that distance learning forms will be widely introduced.
2. Development of the state language teaching infrastructure. The second necessary component of the system of mastering the state language by all citizens of Kazakhstan is the functioning of state language learning centers. It is the state language learning centers that should become the infrastructure base for mastering the state language by adult citizens of Kazakhstan who have already graduated from educational institutions.
A strategic development plan, management structure, organization of the educational process, material and technical resources of state language learning centers are needed.
The basis for making assessments of the centers' work will be objective data on the results of the centers' students passing the exam under the "Kaztest" program.
3. Stimulating the process of teaching the state language. The third mandatory component in achieving this goal will be the creation of a system for stimulating and monitoring the process of teaching the state language.
The implementation of this task is supposed to be through the definition of minimum requirements for the level of proficiency in the Kazakh language by civil servants, employees of organizations providing public services, as well as services in the public service sector (banks, trade organizations, services, etc.).
This measure will require the organization of a system of teaching the Kazakh language based on the National Standard of the Republic of Kazakhstan for civil servants and employees of organizations providing public services. Annually, on the basis of the "Kaztest" system, the level of state language knowledge should be determined by civil servants and employees of organizations providing public services who do not speak the state language at the required level.
Upon completion of the state language training courses organized by each organization, employees participate in certified testing according to the "Kaztest" system, where the level of knowledge is determined.
The level of knowledge of the state language of employees is established on the basis of national standards defining communicative requirements.
The testing technology consists of diagnostic and certified testing.
It is planned to work out the issue of improving the system of assessing the level of knowledge of the state language at all levels of the education system. The Kazakh language should become a necessary and mandatory component of the final certification of students.
All persons interested in learning the Kazakh language are provided with broad state support. Among such measures: the organization of free courses on the levels of education at the centers for teaching the state language, as well as the involvement of the public-private partnership method in this work.
It is also planned to widely introduce distance learning in the Kazakh language through the development of innovative forms and teaching methods.
Representatives of the Kazakh diaspora abroad will be provided with political, diplomatic, methodological and organizational support in learning their native language. It is also supposed to organize a system of analytical and research work on the problems of compatriots.
Performance indicators:
1) the number of grants provided for the training of teachers in the Kazakh language (500 people annually);
2) the share of events aimed at improving the skills of teachers of state language teaching centers organized with the possibility of remote access online (in 2013 – 20%, in 2016 - 50%, in 2017 - 65%, in 2018 - 75%, in 2019 – 90%);
3) growth in the number of students studying the state language (in 2013 – 30%, in 2016 - 70%, in 2017 - 80%, in 2018 - 90%, in 2019 – 100%);
4) the share of civil servants who speak the state language at the B1 level (in 2016 - 25%, in 2017 - 28%, in 2018 - 30%, in 2019 - 35%), at the C1 level, determined by the Kaztest system (in 2016 - 5%, in 2017 - 8%, in 2018 - 9%, in 2019 - 10%);
5) the share of employees of organizations providing public services, as well as employees of national companies and national holdings who speak the state language at the B1 level (in 2016 - 10%, in 2017 - 30%, in 2018 - 32%, in 2019 – 35%), at the C1 level determined by the Kaztest system (in 2016 - 5%, in 2017 - 7%, in 2018 - 8%, in 2019 - 9%).
The second direction is the popularization and expansion of the scope of the state language
Purpose: "Popularization of the wide use of the state language"
Target indicators:
1) the share of Kazakh-language content in the state mass media (in 2017 – 70%, in 2018 - 71%, in 2019 – 72%).
The algorithm for achieving the second goal involves the implementation of work to increase the prestige and expand the scope of the state language.
1. Widespread use of the state language in civil society institutions and mass media.
The realization of this task is achieved through the formation and consolidation in the public consciousness of a prestigious image of a native speaker of the state language. The main role in this direction is assigned to the means of PR technologies. For this purpose, it is planned to organize special work on popularization and promotion of the state language.
Based on the development of diverse positive images and models, taking into account the main features of target audiences, it is planned to involve successful, status persons, including representatives of ethnic groups who speak the state and other languages, in the work on the formation of a prestigious image of a native speaker of the state language.
This block of work will also require the involvement of the creative potential of the non-governmental sector in the process of forming a prestigious image of a native speaker of the state language through the mechanism of the state social order and the mass media on the basis of the state information order.
Among the planned measures are the media rotation of positive images popularizing the state language in all types of media, including the Internet, ensuring the release of popular mass periodicals in the state language, organizing a set of PR events for the main target audiences with the release of visual and image products, means of visual agitation.
It is also necessary to involve the methods of public-private partnership in the work to popularize the use of the state language through joint actions.
An important component of this system is the popularization of the state language as a family value. By attracting well-known Kazakh-speaking families to PR work, including representatives of ethnic groups and the foreign diaspora, it is planned to organize a broad campaign to popularize the state language as the language of intra-family communication.
Along with this, it will also be necessary to organize a set of measures of an informational and ideological nature with the involvement of public opinion leaders: information and public companies, large social movements, actions and projects.
One of the important elements of the work on the formation of public opinion is supposed to neutralize negative stereotypes in the use of the state language.
Work in this direction will be built by conducting research and analytical activities to prevent the identification of negative stereotypes in the use and application of the state language, determining the set of necessary measures.
The potential of the non-governmental sector and mass media should become the main resource in the work on the formation of mechanisms for public censure of negative aspects in the use of the state language.
2. Increasing the demand for the state language.
The second task in achieving this goal is to expand the scope of the state language, integration into all spheres of society.
The key emphasis in this direction is on strengthening the role of the media in the formation of the language environment through the creation of new television channels broadcasting in the state language. Special opportunities in this regard are opening up with the introduction of digital broadcasting.
It also provides for the expansion of children's and youth Kazakh-language content, the active use of the potential of the media sphere in organizing the process of teaching the state language through the creation of special training programs, films.
An important aspect is also the provision of systematic support to Kazakh-speaking media through the system of state support for Internet resources in the Kazakh language.
A special role is assigned to the introduction of mandatory language qualification requirements for media workers as people who directly form the linguistic culture of society.
At the same time, measures are envisaged in this direction to develop the state language as the language of science, legislative acts and new technologies.
In this aspect, the active development of its own scientific and technological language base on the basis of traditional and innovative approaches is particularly relevant.
The organization of translation into the Kazakh language and the publication of encyclopedias, scientific and journalistic, business, fiction and other literature from the original language will significantly strengthen the role of the state language as the language of modern applied science. Also, at all levels of providing electronic services within the framework of the "electronic government", it is planned to intensify the use of the Kazakh language.
At the same time, it is planned to expand the use of the Kazakh language in the field of international communications, leisure and entertainment.
The need to replenish the repertoire of cultural institutions with new Kazakh-language content determined the task of organizing and conducting competitive events to stimulate creative potential to create new productions and projects in the state language, including those aimed at children and youth audiences.
The widespread use of the state language during mass cultural, sports and other public events should become an absolute necessity.
The state language should become the main one when holding international meetings, drawing up contracts, agreements and other international acts.
It is particularly relevant to intensify the use of the potential of the state language in the organization of ethnotouristic events (visits to cultural and ethnographic monuments, scouting, children's ethnotours and summer ethnocamps).
Performance indicators:
1) the share of the state social order aimed at popularizing the state language (10% of the total amount of funds allocated for the implementation of the state social order);
2) an increase in the number of new television projects in the state language broadcast by state media (annually by 10% of the total number of television projects);
3) the share of the state information order focused on the support of print media published in the state language (50% annually).
The third direction is to increase the level of language culture of Kazakhstanis
Goal: "Developed language culture as an element of the socio-cultural wealth of an intellectual nation"
Target indicators:
1) the share of the ordered terminological fund of the Kazakh language (in 2013 – 20%, in 2016 - 60%, in 2017 - 75%, in 2018 - 90%, in 2019 – 100%);
2) the degree of satisfaction of the population with the work of onomastic commissions in terms of compliance with the principles of transparency and public access to the discussion of the decision-making process (in 2013 – 60%, in 2016 - 75%, in 2017 - 80%, in 2018 - 81%, in 2019 – 82%).
1. Improvement and systematization of the lexical fund of the Kazakh language.
The implementation of this task involves, first of all, ensuring the systematization of the names of administrative-territorial units.
The improvement of work in the field of onomastics involves the introduction of the principles of transparency, consideration of public opinion, broad involvement of civil society institutions and the media in the decision-making process during onomastic work.
To achieve this, it will require the refinement of the regulatory legal framework in the field of onomastics, as well as the development of rules for writing in the state language and transliteration in Russian and other languages of names of geographical objects.
The identification of anthroponymic names and visual information will require the development of uniform requirements for the identification and writing of anthroponymic designations in the state language, as well as the improvement of the regulatory legal framework in the field of visual information decoration.
The task of unifying terminological vocabulary and replenishing the terminological fund is particularly relevant.
Among the necessary measures is the development of new requirements for the systematization of Kazakh terminology, the ordering of terms and names according to the basic rules, written norms of the Kazakh language.
This work should be carried out using international experience, models of related languages, international terms and terminological names, as well as with constant monitoring of the frequency of use of new approved terms in the media.
Updating the terminological fund with new terms will require the reconstruction of the linguistic historical heritage, as well as carrying out special work on terminology and terminography.
It is also necessary to revise the methods of translating international terms into the Kazakh language, the development of methods for translating terms and concepts, as well as conducting work in terms of compliance with generally accepted international analogues. In this regard, the development of principles for the adoption of international terms is envisaged.
Along with this, it is planned to create and place a single electronic database of industry terminology and a common fund of Kazakh terminology on websites and portals.
Also of particular relevance is the need to create a system describing the lexical and grammatical structure of the language, as well as fixing the processes of continuous language changes.
2. Carrying out complex work on the translation of the alphabet of the Kazakh language into Latin graphics, its application in all spheres of public relations, improvement of language culture.

A necessary component of improving the level of language culture of Kazakhstanis should be the development of speech culture.
The main measures in this direction will be the organization and holding of aitys, mushayr, debate tournaments and competitions of zhyrau and zhyrshy.
Further improvement of the Kazakh script is expected through the organization and holding of a set of competitive events aimed at improving literacy. At the same time, state support of periodicals covering the development of the state language will be required.
Along with this, it is planned to create and develop an information and reference electronic language service, organize a system of teaching business official writing skills in the state language, including through the organization of elective, additional courses.
Preserving a harmonious language environment is one of the tasks of improving language culture. Among the necessary measures are the organization and holding of the Day of Languages of the People of Kazakhstan with the broad involvement of the public, cultural and artistic figures, the media, the organization of a set of events dedicated to the Turkic script, as well as the continuation of the tradition of events aimed at promoting linguistic culture.
Performance indicators:

1. Functioning of the Russian language in the communicative and linguistic space.
The implementation of the fourth direction involves the organization of systematic work to ensure the presence of the Russian language in the communicative and linguistic space of Kazakhstan.
Within this framework, work will continue on further educational, methodological and intellectual support of the Russian language teaching system, as well as professional training of teaching staff.
Russian Russian language information support will be achieved by ensuring the representation of the Russian language in the information field of Kazakhstan.
2. Preservation of linguistic diversity in Kazakhstan.
Within the framework of this task, it is assumed, first of all, to create conditions for teaching the native language to representatives of ethnic groups living in Kazakhstan. For this purpose, it is planned to provide educational and methodological assistance to Sunday schools, as well as the involvement of experienced native teachers, the use of international experience and modern technologies in teaching native languages.
Along with this, it is supposed to provide the necessary conditions for the preservation of languages and the mutual enrichment of ethnic cultures.
