Introduction
The state program of development and functioning of languages in the Republic of Kazakhstan for the years 2011-2019 (hereinafter – the Program) is developed in accordance with articles 7 and 93 of the Constitution of the Republic of Kazakhstan; Law of the Republic of Kazakhstan of 11 July 1997 "On languages in the Republic of Kazakhstan"; the Strategic development plan of Kazakhstan until 2025, approved by the decree of the President of the Republic of Kazakhstan from February 15, 2018 No. 636; paragraph 3 of the action Plan on realization of instructions of the President of the Republic of Kazakhstan N. And. Nazarbayev given at the XV session of Assembly of people of Kazakhstan; The doctrine of national unity; the national Plan of the President of the Republic of Kazakhstan N. A. Nazarbayev "100 concrete steps: a modern state for all", the program article of the President of the Republic of Kazakhstan dated April 12, 2017 "Looking to the future: modernization of public consciousness".The program is based on an analysis of the current language construction in the country, taking into account the opinions and recommendations of the expert community dealing with issues of language policy.
During the development of the Program, the experience of more than 30 foreign countries on legal regulation of issues related to the implementation of the state language policy was studied.
This document is a normative and organizational basis for solving current problems in the field of functioning and development of languages and creating conditions for the full-scale use of the state language in all spheres of public life.
As the Head of state N. A. Nazarbayev noted at the XIII session of the Assembly of people of Kazakhstan: "We must make every effort to further develop the Kazakh language, which is the main factor in uniting all Kazakhstanis. At the same time, it is necessary to create favorable conditions so that representatives of all ethnic groups living in the country can speak freely, learn their native language, and develop it."
In the Doctrine of national unity, the state language is defined as a key priority, the main factor of spiritual and national unity. Mastering it should become the duty and responsibility of every citizen of Kazakhstan, an incentive that determines personal competitiveness and active participation in public life.
One of the main tasks of the program article of the Head of state "Looking to the future: modernization of public consciousness" is to translate the alphabet of the Kazakh language into Latin graphics.
The action plan for the implementation of the goals and objectives outlined in the Program is an integral part of it.
All the measures envisaged in the Program are based on the priority of the development of the state language as the most important factor in strengthening national unity and are aimed at fully satisfying the spiritual, cultural and linguistic needs of citizens.
The success of the Program will be ensured by integrating the main program measures into the strategic plans of state bodies, while ensuring the effectiveness of the planned activities.
At the same time, to achieve practical results of these measures, joint efforts of all state bodies and economic entities of the Republic, including national companies and financial organizations, are necessary.
Analysis of the current situation
The creation of an optimal sociolinguistic space in independent Kazakhstan is built through the gradual implementation of the language policy.
1997-2000-with the adoption of the law of the Republic of Kazakhstan "on languages" in 1997 and the approval of the State program for the functioning and development of languages for 1998-2000, the formation of the legal basis for language construction in the main spheres of public life begins.
2001-2010 – in the framework of the State program of functioning and languages development for a ten-year period, the strategy language building is determined by three areas: the expansion and strengthening of social and communicative functions of state language, the preservation of common cultural functions of Russian language, the development of other languages of people of Kazakhstan. Also during this period, on the initiative of the Head of state, the implementation of The national cultural project "Trinity of languages"was launched.
The results of this Program laid the Foundation for further language construction in the Republic of Kazakhstan:
1) the infrastructure of teaching the state language has been significantly expanded: organizations that teach and educate in the Kazakh language-5644, schools-3798, centers for teaching the state language-87;
2) the process of translating office work into the state language is actively implemented (the share of documents in the Kazakh language in state bodies is about 88%);
3) 219 publishing projects were implemented, including 65 teaching AIDS, 47 books for children, 45 industry dictionaries and 62 educational, scientific, and journalistic books. A one-volume large explanatory dictionary of the Kazakh language "Kazak sozdigi" was released and the educational complex "Danalyk alippesi"was developed on an innovative basis.
4) a number of TV projects have been implemented: reality shows, Kazakh language lessons, animated films, etc.;
5) the KazTest system has been developed based on a multi-level language proficiency assessment system based on IELTS (great Britain) and TOEFL (United States of America). Based on the latest methodology for teaching the state language, textbooks "Kazakh sozi", consisting of 500 words, and "Kazakh sozi", consisting of 900 words, have been developed.
6) the methodology of accreditation of language centers of the state language has been developed;
7) systematic organization of methodological and organizational support for representatives of the Kazakh Diaspora abroad in the study of their native language. In order to support compatriots living abroad, the traditional small Kurultai of the Kazakhs of Europe and the festival of arts are held, as well as sociological and analytical research on the life of compatriots living abroad.
8) an innovative method of multilingualism for teaching languages of ethnic groups of Kazakhstan has been prepared;
9) in order to introduce new information technologies in the process of learning the state language, an Internet portal has been created and is constantly updated (more than 20 types of services). For remote language learning, the portal "Tilalemi.kz", as well as the unified onomastic database " Atau.kz", spelling database " Emle.kz", terminology database "Termincom.kz".
10) in order to develop Kazakh-language Internet resources and content, the number of distance learning courses has been increased;
11) the communicative function of the state language is being strengthened (in the content of state media (hereinafter – the media), the volume of broadcasting in Kazakh in electronic media, as well as the share of the state language in print media is more than 71%);
12) adopted the Law of the Republic of Kazakhstan dated January 21, 2013 "on amendments and additions to certain legislative acts of the Republic of Kazakhstan on onomastics" and a number of subordinate legal acts;
13) an effective system of state support for the languages of ethnic groups living in Kazakhstan has been created.
The logic of language construction over these years (2011-2019) is due to the presence of a number of problematic aspects in the country.
Uneven level of state language proficiency in society.
Despite the established methodology of teaching the state language, this aspect is associated with the unsolved problem of improving the skills of teachers and specialists of the Kazakh language, the lack of methods of teaching the Kazakh language at levels B1, B2, and the lack of a systematic database of teaching AIDS for these levels.
Insufficient implementation of the state language in the social and communicative space of the country.
Problematic issues in this direction are primarily related to the expansion of the active use of the state language in the field of international communications, tourism, leisure and entertainment, its development as a language of law, science and new technologies. Along with this, the most important list of issues of increasing the prestige of its use and popularization of the state language as a family value is problematic.
At the same time, it is important to informatize the work on translating the Kazakh alphabet into Latin graphics as much as possible.
The decline of language culture in Kazakhstan's society.
In this aspect, there are problems in the field of terminology, anthroponymy and onomastics. In this regard, the most significant work is on standardization, improvement of terminology and unification of terms.
There are quite problematic issues in improving the culture of speech and writing in the linguistic space, maintaining the purity of the language, language culture, speech melody in the media as the number of Internet consumers in the Kazakh language increases.
In this regard, it is planned to organize measures to preserve the norms of language culture.
The need to preserve and strengthen the linguistic capital of Kazakhstanis.
In this aspect, there are a set of problems associated with the acquisition of three languages (Kazakh, Russian, English) by the population as a competitive advantage of Kazakhstanis, creating conditions for preserving the languages of ethnic groups that form the linguistic diversity of Kazakhstan's culture, and learning English and other foreign languages as a means of business international communication.

Main directions, ways to achieve the goals of the Program and appropriate measures
The first direction is mastering the state language
Goal: to achieve effective ways to ensure the acquisition of the state language
Target indicators:
1) the share of the population who speaks the state language (in 2016 – 80%, in 2017-83%, in 2018-85%, in 2019-90%);
2) the percentage of school graduates who speak the state language at B1 level (in 2016 – 70%, in 2017-80%, in 2018 – 90%, in 2019 – 100%).
The implementation of the first direction of the Program involves the organization of work to create a system of mastering the state language for all citizens of Kazakhstan. The core of this system is a three-component framework-improving the methodology of teaching the state language, expanding the learning infrastructure and stimulating the process of mastering the state language. This approach defined three objectives of the first direction.
1. Improving and standardizing the methodology of teaching the state language.
To improve the methodology of teaching the state language, first of all, it is planned to improve the relevant training standards and introduce a system for assessing the level of proficiency in the state language by creating a model of continuing education.
A multi-level standard should provide for elementary language use at levels A1-A2, independent language use at levels B1-B2, and competent language use at levels C1-C2.
Based on the standardized system, it is planned to develop methodological foundations for teaching the state language, including for people with disabilities.
These measures will ensure that the state language is mastered at the A1 level by primary school students, at the A2 level by middle-level students, at the B1 level by high school students, as well as by institutions of technical and vocational education, at the B2 level by students of higher educational institutions, and at the C1 level after completing postgraduate education.
Along with this, it is also planned to improve and modernize the methods of language acquisition. The Kazakh language should become the language of full-fledged everyday functional and professional communication.
A constant process of creative pedagogical search and development of new teaching methods based on the standard of teaching the Kazakh language through the model of continuous education will become an absolute necessity.
The necessary components of the system are professional development and training of teachers of the Kazakh language in accordance with the requirements of the current legislation.
Due to the small number of research and educational centers that have organizational and methodological capabilities to train specialists at a high quality level, it is assumed that distance learning will be widely implemented.
2. Development of infrastructure for teaching the state language. The second necessary component of the system of mastering the state language for all citizens of Kazakhstan is the functioning of state language training centers. It is the state language training centers that should become the infrastructure base for mastering the state language by adult citizens of Kazakhstan who have already graduated from educational institutions.
We need a strategic development plan, a management structure, the organization of the educational process, and the material and technical resources of state language training centers.
The basis for making assessments of the centers 'work will be objective data on the results of the centers' students passing the exam under the "KazTest"program.
3. Stimulating the process of teaching the state language. The third mandatory component in achieving this goal will be the creation of a system for stimulating and monitoring the process of teaching the state language.
The implementation of this task is expected through the definition of minimum requirements for the level of knowledge of the Kazakh language by civil servants, employees of organizations that provide public services, as well as services in the service sector (banks, trade organizations, services, etc.).
This measure will require the organization of a system of teaching the Kazakh language on the basis of the National standard of the Republic of Kazakhstan for civil servants and employees of organizations that provide public services. Every year, on the basis of the "KazTest" system, the level of state language knowledge should be determined for civil servants and employees of organizations providing public services who do not speak the state language at the required level.
At the end of the state language training courses organized by each organization, employees participate in certified testing on the "KazTest" system, where the level of knowledge is determined.
The level of knowledge of the state language of employees is established on the basis of national standards that define communication requirements.
The testing technology consists of diagnostic and certified testing.
It is planned to work on improving the system of assessing the level of knowledge of the state language at all levels of the education system. The Kazakh language should become a necessary and mandatory component of the final certification of students.
All persons interested in learning the Kazakh language are provided with broad state support. Among these measures: the organization of free courses on the levels of education at the centers for teaching the state language, as well as the involvement of the method of public-private partnership in this work.
It is also planned to widely introduce distance learning in the Kazakh language through the development of innovative forms and teaching methods.Performance indicators:
1) the number of grants provided for the training of teachers in the Kazakh language (annually 500 people);
2) the share of events aimed at improving the skills of teachers of state language training centers organized with remote access in online mode (in 2013-20%, in 2016-50%, in 2017-65%, in 2018-75%, in 2019 – 90%);
3) growth in the number of students studying the state language (in 2013 – 30%, in 2016-70%, in 2017-80%, in 2018-90%, in 2019 – 100%);
4) the share of civil servants who speak the state language at the B1 level (in 2016-25%, in 2017-28%, in 2018-30%, in 2019-35%), at the C1 level, determined by the "KazTest" system (in 2016-5%, in 2017-8%, in 2018-9%, in 2019-10%);
5) percentage of employees of organizations that provide public services, and employees of national companies and national holdings, which owns the state language at the level B1 (in 2016, 10% in 2017 30% 2018 32%, in 2019 – 35%), at C1 level defined by the system "KazTest" (in 2016 5% 2017 7%, 2018 8%, 2019 – 9%).
The second direction is to popularize and expand the scope of the state language
Goal: "Popularization of the wide use of the state language"
Target indicator:
1) the share of Kazakh-language content in state media (in 2017 – 70%, in 2018-71%, in 2019 – 72%).
The algorithm for achieving the second goal involves working to increase the prestige and expand the scope of the state language.
1. Wide use of the state language in civil society institutions and mass media.
The implementation of this task is achieved through the formation and consolidation in the public consciousness of a prestigious image of a native speaker of the state language. The main role in this direction is given to the means of PR technologies. For this purpose, it is planned to organize special work on popularization and promotion of the state language.
Based on the development of diverse positive images and models, taking into account the main features of the target audience, it is planned to attract successful, status-oriented individuals, including representatives of ethnic groups who speak the state and other languages, to work on the formation of a prestigious image of a native speaker of the state language.
This block of work will also require the involvement of the creative potential of the non-governmental sector in the process of forming a prestigious image of a native speaker of the state language through the mechanism of the state social order and the mass media on the basis of the state information order.
Among the planned measures are media rotation of positive images that popularize the state language in all types of media, including the Internet, ensuring the release of mass popular periodicals in the state language, organizing a set of PR events for the main target audiences with the release of visual and image products, and visual agitation tools.
It is also necessary to involve public-private partnership methods in the promotion of the use of the state language through joint actions.
An important component of this system is the promotion of the state language as a family value. By attracting well-known Kazakh-speaking families to PR work, including representatives of ethnic groups and foreign diasporas, it is planned to organize a broad campaign to popularize the state language as the language of intra-family communication.
Along with this, it will also be necessary to organize a set of measures of an informational and ideological nature with the involvement of public opinion leaders: information and public companies, major social movements, actions and projects.
One of the important elements of the work on forming public opinion is to neutralize negative stereotypes in the use of the state language.
Work in this direction will be built by conducting research and analytical activities to prevent the identification of negative stereotypes in the use and application of the state language, and determining a set of necessary measures.
The potential of the non-governmental sector and mass media should become the main resource in the work on the formation of mechanisms for public censure of negative aspects in the use of the state language.
2. Increasing the demand for the state language.
The second task in achieving this goal is to expand the scope of the state language and integrate it into all spheres of society.
The key focus in this direction is on strengthening the role of the media in shaping the language environment through the creation of new television channels broadcasting in the state language. Special opportunities in this regard are opening up with the introduction of digital TV and radio broadcasting.
It also provides for the expansion of children's and youth Kazakh-language content, active use of the potential of the media sphere in the organization of the process of teaching the state language through the creation of special training programs and films.
An important aspect is also the provision of systematic support to Kazakh-language media through the system of state support for Internet resources in the Kazakh language.
A special role is assigned to the introduction of mandatory language qualification requirements for media workers as people who directly form the language culture of society.
At the same time, this direction provides for measures to develop the state language as the language of science, legislation and new technologies.
In this aspect, it is particularly relevant to actively develop our own scientific and technological language base based on traditional and innovative approaches.
Organization of translation into the Kazakh language and mass-circulation publication of encyclopedias, scientific and journalistic, business, artistic and other literature from the original language will significantly strengthen the role of the state language as the language of modern applied science. Also, at all levels of providing electronic services within the framework of "e-government", it is planned to activate the use of the Kazakh language.
At the same time, it is planned to expand the use of the Kazakh language in the field of international communications, leisure and entertainment.
The need to replenish the repertoire of cultural institutions with new Kazakh-language content has determined the task of organizing and conducting competitive events to stimulate creative potential to create new productions and projects in the state language, including those aimed at children and youth audiences.
The widespread use of the state language during mass cultural, sporting and other public events should become an absolute necessity.
The state language should become the main language for international meetings, contracts, agreements and other international acts.
Particularly relevant is the activation of the use of the potential of the state language in the organization of ethnotouristic events (visits to cultural and ethnographic monuments, scouting, children's ethnotours and summer ethnic camps).
Outcome indicator:
1) the share of the state social order aimed at popularizing the state language (10% of the total amount of funds allocated for the implementation of the state social order);
2) growth in the number of new TV projects in the state language broadcast by state media (annually by 10% of the total number of TV projects);
3) the share of the state information order aimed at supporting print media published in the state language (50% annually).
The third direction is to increase the level of language culture of Kazakhstani people
Goal: "Developed language culture as an element of socio-cultural wealth of an intellectual nation"
