Sources and amounts of funding for the implementation of the program in 2020-2025 will be allocated from the national and local budgets, as well as other funds not prohibited by the legislation of the Republic of Kazakhstan. Total expenditures from the state budget for the implementation of the program amounted to 16989.9 million us dollars.
The amount of funding for the program for 2020-2025 will be specified when forming the national and local budgets for the corresponding financial years in accordance with the legislation of the Republic of Kazakhstan.
2. Introduction
The state program on realization of lingual policy in the Republic of Kazakhstan for the years 2020 – 2025 (hereinafter – the program) is developed in accordance with articles 7 and 93 of the Constitution of the Republic of Kazakhstan; Law of the Republic of Kazakhstan of 11 July 1997 "on languages in the Republic of Kazakhstan"; the strategic development plan of Kazakhstan until 2025, approved by the decree of the President of the Republic of Kazakhstan from February 15, 2018 No. 636, the decree of the President of the Republic of Kazakhstan from The strategy "Kazakhstan-2050": a new political course of the established state "dated December 14, 2012 and the program article on April 12, 2017 "Looking to the future: Ruhani zhangyru", the Message of the Head of state N. These normative documents define the main goals and main objectives of this program on the following issues.In article 7 of the Constitution of the Republic of Kazakhstan "the state language in the Republic of Kazakhstan is the Kazakh language. The state takes care of creating conditions for the study and development of languages of the people of Kazakhstan". Article 93 also States that "in order to implement article 7 of the Constitution, the government, local representative and Executive bodies must create all necessary organizational, material and technical conditions for the free and free acquisition of the state language by all citizens of the Republic of Kazakhstan in accordance with a special law". These provisions of the Constitution are the main basis for the development and implementation of this program.
The basis for the implementation of the first direction of the program "modernization of the Kazakh language based on the Latin graphic alphabet" and third track "the development of linguistic capital of Kazakhstan citizens" are the tasks specified in paragraphs 6.7 "language modernization" and 6.8 "initiative to achieve the best education in the world" strategic development plan of Kazakhstan till 2025. These tasks of the strategic development plan will ensure maximum coverage of the population with opportunities to learn foreign languages, especially English. Implementation of trilingualism based on the experience of Nazarbayev Intellectual schools at all levels of education will continue. As part of the program, the Kazakh alphabet will be gradually translated into Latin script. As part of this initiative, it is important to ensure the synthesis of positive elements of world best practices with existing cultural and educational models and standards. The program provides for the implementation of the tasks outlined by the Head of state K. K. Tokayev in the Address to the people of Kazakhstan dated September 2, 2019 "constructive public dialogue-the basis for stability and prosperity of Kazakhstan". The head of state noted that on the basis of concrete measures, it is necessary to create conditions for the development of the language and culture of the country's ethnic groups and strengthen the role of the Kazakh language as the language of interethnic communication.
In this regard, the program provides for the necessary measures for the full use of the state language as the language of interethnic communication, which has a deep historical, cultural and psychological base on the territory of Kazakhstan.
The program is also the basis for creating favorable conditions for the development of the language and culture of ethnic groups, including increasing the linguistic capital of the country's citizens.
The program is developed taking into account the current situation in the language, as well as the opinions and suggestions of the expert community dealing with language issues, language construction and language policy.
When developing the program, the results of the previous state program for the development and functioning of languages in the Republic of Kazakhstan for 2011 – 2019 were carefully analyzed, and the experience of more than 20 foreign countries in the field of legal regulation of the state language policy was studied.
The goals and objectives provided for by the program are implemented for the entire period of implementation of the program through an action plan developed by the authorized state body and approved by the decree of the Government of the Republic of Kazakhstan.
All the measures envisaged in the program are based on the priority of the development of the state language as the most important factor of national and national identity and are aimed at fully satisfying the spiritual, cultural and linguistic needs of citizens. The program was developed in strict accordance with article 7 of the Constitution and resolution No. 3 of the constitutional Council of the Republic of Kazakhstan dated February 23, 2007.
The effectiveness of the program implementation will be ensured by improving the necessary regulatory framework and integrating the main program goals and objectives into the strategic plans of state bodies, as well as by a set of measures provided for under this program.
The system of activities of the program is aimed mainly at adults with partial coverage of citizens of the Republic of Kazakhstan in pre-school, school, secondary special and higher educational institutions.
At the same time, to achieve practical results of these measures, joint efforts of all state bodies and economic entities of the Republic, including national companies and financial organizations, are necessary.
The program provides for the development of the industry as follows:
implementation of measures to strengthen the regulatory framework of the state language and improve its instrumental methods (promotion, encouragement, etc.), expanding the scope of the Kazakh language in the field of science and education, Economics, Finance and management, legal proceedings and legislation, as well as the media and Internet space;
Support for the study of grammatical, lexical and phraseological, including terminological and onomastic resources of the Kazakh language, as well as the popularization of new scientific and linguistic knowledge through scientific, popular science literature, Internet resources, online textbooks, orthological and other means;
expanding the use of the Kazakh language in international communication platforms and working to teach it abroad;
implementation of measures for the formation, organization, regulation and development of the Latin graphic space of the Kazakh language on domestic and international communication platforms;
Implement a set of measures aimed at strengthening the status and expanding the functioning of the Kazakh language as a language of inter-ethnic communication on the territory of Kazakhstan;
Development of the spheres of creating conditions for preserving the languages of ethnic groups that form the linguistic diversity of the culture of Kazakhstan.
3. analysis of the current situation
The creation of a favorable social and language space in the Republic of Kazakhstan has been established through the gradual implementation of the language policy.
The goal of the state program for the development and functioning of languages in the Republic of Kazakhstan for 2011 – 2019 was to ensure the broad functioning of the state language as an important factor in strengthening Kazakhstan's identity while preserving the languages of all ethnic groups living in Kazakhstan.
The results of this program provided further development of language construction in the Republic of Kazakhstan:
1) the infrastructure of teaching the state language has been significantly expanded: organizations with the Kazakh language of education and training-5644, schools-3798, centers for teaching the state language-90;
2) the translation of office work into the state language is actively carried out (the share of outgoing documents in the Kazakh language in state bodies is about 93%);
3) 246 printed projects were implemented, including 72 teaching AIDS, 49 children's books, 46 industry dictionaries, and 70 educational, scientific, and journalistic books. "Russian dictionary" a large explanatory dictionary of the Kazakh language, developed on the basis of an innovative single volume on the topic: "the ABC of Wisdom" was published training complex;
4) implemented reality shows, Kazakh language Lessons, animated films, etc.;
5) developed a multi-level language assessment system "KazTest" on the model of IELTS (great Britain) and TOEFL (United States of America).
Within the framework of this system, a national standard has been developed and put into effect that determines the level of language proficiency of the student. The national standard defines a list of positions, professions, specialties, which determines at what level it is necessary to master the Kazakh language. Based on the national standard developed and implemented the model program of adult learning Kazakh language and systematized the contents of the processes of language learning and teaching resources developed vocabulary for each language level;
6) the methodology of the system of accreditation of state language centers has been developed;
7) systematic methodological and organizational support for the study of the native language by representatives of the Kazakh Diaspora abroad. The traditional small Kurultai of the Kazakhs of Europe and the festival of arts were held, as well as sociological and analytical studies on the life of compatriots abroad were conducted;8) constantly updated Internet resources (more than 20 types of service) created for the development of Kazakh-language Internet resources and content. 9) in order to introduce new information technologies in the process of teaching the state language, the number of distance learning courses in languages has increased;
10) the communicative function of the state language is being strengthened. the volume of broadcasting in electronic media in the Kazakh language in the content of state media (hereinafter-the media), as well as the share of the state language in print media is more than 73%;
11) an effective system of state support for the languages of ethnic groups living in Kazakhstan has been created.
However, during this period (2011 – 2019), a number of problematic aspects were identified during the implementation of the state program.
Uneven level of state language proficiency in society.
Low stimulation of the use of the state language in the social and communicative environment.
The resolution of the problematic issues in this area is primarily connected with expansion of areas of active use of the state language in international communication, tourism, law, education, family education, and recreation, as well as its development in science, medicine, Commerce and new technologies. In addition, the most important tasks are to increase the social status of the state language, popularize the state language as a spiritual and cultural value.
In the state program for the functioning and development of languages in the Republic of Kazakhstan for 2011 – 2019, the planned indicators in 2018 were successfully met: target indicators-100 %; performance indicators-83.3%; development of funds allocated for the implementation of activities – 100 %.
The quality of effective implementation of the program can also be assessed by the results of a public opinion survey on the level of satisfaction with the language policy in Kazakhstan: 45.3% of respondents believe that "the right policy is fully balanced, thought out, and forms national consent". 28.6 % of respondents believe that "everyone speaks correctly, but there is a discrepancy between words and actions". 13.0 % of respondents believe that "conscious support for the Kazakh language prevails, ignoring and pressure on other languages". And 8.2 % believe that "in order to preserve stability, the interests of the Kazakh language are not taken into account". Only 2.9 % of respondents are not satisfied with the current language policy.
The collected data showed that the General favorable conditions for the language policy have been formed.

The current language situation in Kazakhstan is characterized by the following social linguistic criteria:
first, the number of people who speak Kazakh is increasing. According to official data, among the Turkic-speaking peoples of Kazakhstan, 95.5% of Uzbeks, 93.7% of Uighurs, 92.7% of Kyrgyz speak Kazakh at the domestic level, 12% - at the highest level. Among representatives of Slavic ethnic groups, 25% of Russians, 21.05% of Ukrainians, 19% of Belarusians, 20.9% of poles, and 24% of German ethnic groups understand oral Kazakh. Among these ethnic groups, the share of those who can read and write in the Kazakh language is 2.9 %.
These changes require improving the quality of use of the state language;
secondly, the strengthening of the demographic base of the state language has caused qualitative changes in the public consciousness. The use of the state language is also expanding in the sphere of inter-ethnic communications and official communications.
The socio-political setting
The presence of public infrastructure that ensures the full functioning of the language (educational institutions, periodicals, language centers, TV and radio companies, publishing books, etc.).
The social infrastructure of the Kazakh language on the territory of the Republic of Kazakhstan covers all spheres of public life, all state institutions conduct business and provide education in the state language.
Problem. However, the quality of products and information provided by the infrastructure in the Kazakh language does not always meet the needs of society. In particular, the scope of application of the Kazakh language in the management system, natural and engineering Sciences and education, in diplomatic relations, in business and the financial sector-requires expansion, and the quality – improvement.
Implementation of the target language policy for corpus and status planning of the language

The scientific and linguistic base of the state language has been created: orthological works have been developed and distributed, work has begun to streamline the terminological system, and measures have been taken to streamline the onomastic space. Thus, in 2007, for the first time, spelling, orthoepic, dialectological, phraseological dictionaries of the Kazakh language with a total circulation of 100 thousand copies, a dictionary of synonyms and a dictionary of epithets in the Kazakh language were distributed. The work on ordering the onomastic space has been activated. Thus, in 2018, the names of Kachir and lebyazhinsky districts of Pavlodar region were renamed Terenkol and Akkul. South Kazakhstan region was renamed to Turkestan region. The name of the Chingirlau district of the West Kazakhstan region was renamed Chingirlau In accordance with the national language legislation. In the East Kazakhstan region, Zyryanovsky district and the city of Zyryanovsk were renamed Altai district and Altai city, respectively.
In General, over the years of independence, about 20 districts, cities, regions, about 1,500 localities, about 1,400 objects (educational institutions, culture, sports, etc.), 85 railway stations, about 25,000 onomastic names (street, Avenue, neighborhood, etc.) have been renamed in the Republic.
Problem. It is important to adhere to the principles of introducing active industry-specific borrowed terms into the national terminology system, to identify ways and specific patterns of National term formation, to unify the national terminology system by approving terms and promoting approved terms, and to develop orthological tools for writing terms based on the Latin graphic alphabet, to ensure their mass availability.
It is important to change ideologically outdated onomastic names and activate the process of assigning national names to geographical objects. It is necessary to harmonize the issues of compliance of named names with the functions of this object, restoration of historical names of geographical objects in cross-border territories, and consistency in the graphic marking of names.
In the status planning, a number of measures were taken to expand the scope of the state language and strengthen the regulatory framework.
Problem. In some sectors of society, the state language is not used at the level corresponding to its legal status.
In the CIS countries, in particular, in Azerbaijan, Uzbekistan, Latvia, Lithuania, Estonia, Moldova, Armenia, and Georgia, the status of only the state language is legally fixed.
Therefore, it is necessary to improve the current legislation for the prestigious language planning implemented in the language policy.

Data from the 2009 census showed that 74% of the population understand the Kazakh language orally, 64.8% study it fluently, and 62% write it fluently. In this regard, it is necessary to enrich the content of the scientific and subject course of the Kazakh language with a system of new knowledge on orthoepy, phraseology, linguoculturology, stylistics, culture of language and speech.

According to the public opinion research Institute, in 2017 the share of the population who speak the state language was 83.1%, in 2018-85.9%; Russian-92.3%. Under the influence of the trilingual (Kazakh, Russian and English) educational policy, the society is actively learning English. The share of the population of the Republic who speak three languages at different levels is 24.1%.
Problem. Russian-Kazakh bilingualism prevails in the language environment. In this regard, first of all, it is effective to implement measures to promote terms that have been successfully translated into the national language. Secondly, it is necessary to promote, explain and implement the Kazakh script, new spelling rules based on the Latin alphabet. This leads to the formation of a unified national writing system.
4. development of industry terminology
To date, more than 270 terminological dictionaries have been published in the field of education and production. According to the Institute of linguistics named after A. Baitursynov, the terminology Fund formed in the state language since independence amounted to 330000 units, foreign-language terms that have no analogues in the Kazakh language-33479, terms mastered on the basis of the national language – 6317, combined terms created using national language resources and preserving foreign - language elements-293204 units.
Problem. The above data showed that the mastered terms are several times less than the undeveloped and mixed terms. Therefore, in this direction it is necessary: a) create a corpus of Kazakh terminological vocabulary; b) improve the effectiveness of the Republican terminological Commission.
Social and functional parameter

In the pre-school education system, the number of organizations with the state language of instruction is increasing. In 2016, the number of kindergarten students in the state language was 593758 people. This is 73.6 % of the total number of children in kindergartens in the Republic.
As of 2018, there are 7393 General education schools in Kazakhstan, of which 3797 are in Kazakh, 1312 in Russian, 2255 in Kazakh, 12 in Uzbek, 11 in Uighur, and 1 in Tajik. In these schools in the 2018-2019 academic year, a total of 3050770 students are enrolled, of which more than 2000000 are in Kazakh, about 900000 are in Russian, and the rest are in other languages, that is, 66% of the total number of students are taught in Kazakh.
In the field of technical and vocational education in the 2018-2019 academic year, the number of students studying in the Kazakh language increased by 67% compared to 1991 and amounted to 289,589 students.
If in the 1998-1999 academic year 26.8% of the total number of students in higher education institutions studied in the Kazakh language, in 2018-2019 83.0% - in the Kazakh language. The number of universities that have departments with English language of instruction is increasing. The number of students studying in English was 24.7 thousand students. This is 2.5 times more than in 2009.
Problem. For the purpose of teaching the state language to adults free of charge, 90 state language training centers are functioning in all regions of the Republic. However, in a number of regions (Almaty, Atyrau, Mangistau, West Kazakhstan, and Pavlodar regions) there are no centers for teaching the state language. In this regard, it is necessary to increase the capacity of the centers and the national testing system "KazTest" to train teachers and the population in the process of switching to the Latin schedule.
KazTest is a domestic system for assessing the level of Kazakh language proficiency of citizens of the Republic of Kazakhstan and foreign citizens engaged in various activities on the territory of the country. For 2011-2015, 130,000 people were tested under this system, in 2016 – 73732 people, in 2017-74543 people, in 2018-79389 people.
Due to the implementation of the main conditions of the Bologna process, the system of higher education in Kazakhstan has also developed multilingual education. In 2016, compared to 2012, the number of universities providing education in English increased by 10 units. Compared to 2009, their number has increased by 1.7 times.
During the years of implementation of the Bolashak program, the best universities in the world have trained 136 people in the fields of Philology and linguistics.
In order to implement the policy of trilingualism, all groups of kindergartens are currently learning the alphabet of the Kazakh, Russian, and English languages simultaneously.
