The Prosecutor General's office has been implementing the Unified register of administrative proceedings project for two years.
We are gradually implementing processes that will allow us to automate the entire process, starting with the imposition of a fine up to its execution with the removal of all restrictions.
A mobile application has already been developed that allows you to draw up a report on an administrative offense in the shortest possible time.
More than 7 thousand employees of internal Affairs agencies across the country are equipped with tablets and since April of this year, reports on traffic violations are compiled only in electronic form.
The procedure for paying fines has been significantly simplified. Thanks to the integration of the ERAP system with second-tier banks, you can pay for everything on the spot or through cash terminals and applications.
For the purpose of timely delivery of orders for fines, the hybrid e-mail of Kazpost JSC is used, as well as notifications are sent to the mobile phone number of the offender.
Integration with photo and video recording systems in the capital and other regional centers was carried out.
From October 21 this year, orders on violations recorded by photo and video recording systems in the capital, Akmola, Aktobe, Atyrau, East Kazakhstan, Karaganda, Kostanay, Mangistau, Pavlodar regions, as well as in Shymkent will be sent not only to drivers with Kazakh license plates, but also to car owners with foreign registration.
Previously, this possibility was not available, because regulations on violations were formed only on the basis of an entry in the technical passport of a car registered in the Republic of Kazakhstan.
It was impossible to identify the driver using foreign license plates and form an administrative order accordingly.
Meanwhile, over the past 3 years, the statistics of accidents involving cars with foreign license plates has increased by 2 times, and it was necessary to find ways to identify violators on such cars.
Note that in the territory of the Republic of Kazakhstan, all drivers, regardless of the country of registration of the vehicle, must have a compulsory insurance policy
The Prosecutor General's office, together with the administrative police Committee, the National Bank, the State credit Bureau, which is the owner of the unified insurance base, and korkem-Telecom LLP, the holders of Sergek cameras, carried out a lot of work to identify drivers driving vehicles with foreign license plates.
Information about persons driving a foreign car will be determined based on the data of the insurance policy, which contains all the necessary identification information about the person and transport.
It should be noted that the implementation of all measures was made possible thanks to the close cooperation and coordinated work of law enforcement and government agencies, as well as other organizations.
