Since January 1, 2020, Kazakhstan has a 3-year moratorium on inspections of small and micro-enterprises.
According to the statistics of the Committee on Legal Statistics and Special Accounts, the moratorium and the current quarantine restrictions contributed to a decrease in the number of inspections by 69% in 2020, in total, the control and supervision bodies conducted about 70 thousand inspections, while in 2019 this figure was more than 224 thousand.
The load on the business has significantly decreased by 79%. If in 2019, entrepreneurs were subjected to inspections 128 thousand times, then in 2020, the number of inspections of private business entities was only slightly more than 27 thousand cases. In relation to small and micro-businesses, 9335 inspections were registered over the past year, and the majority or 8316 inspections were initiated by the entrepreneurs themselves.
Employees of the Committee at the registration stage stopped 403 unjustified checks, including 195 against entrepreneurs. Among them, at the registration stage, more than 100 attempts by regulatory authorities to conduct business inspections bypassing the current ban were stopped.
Since the beginning of this year, the bodies of legal statistics and special accounts have registered 13,445 acts on the appointment of inspections carried out by state bodies, of which 4,734 are in the activities of private business entities. 76 inspections were denied registration, including 35 in relation to private business entities.
It is worth noting that during the period of the moratorium, the largest number of inspections is appointed on the initiative of the entrepreneurs themselves. For example, for 2 months of this year, as part of the preventive control, 2946 acts were registered on their application for various types of permits.
