The Activist Group of Pavlodar Oblast Discussed the Message of the President

Ulan Zhazylbek, the acting akim of Pavlodar oblast, spoke about the ways of implementing the ten tasks set by the Head of the state to Kazakhstani people in Itrysh Land. “The major target in our region is the development of an industrial sector”, said the speaker. “We will mainly focus on the development of digital technologies at enterprises. Therefore, all the higher education institutions in the region will reinforce the training on specialties like “Information systems”, “Informatics”, “Computer engineering and software”, and”Automation of control networks”. This year by instruction of the President a totally new “The third five-year plan of industrialization program” will be developed. It will be dedicated to the development of industry and the digital age. A number of Kazakhstani industrial companies will be digitized as a pilot project. The Department of industrial and innovative development of our oblast will follow up the issue of participation of Pavlodar enterprises in this project,” said vice akim.

An office of digitization within the framework of the state program “Digital Kazakhstan” already operates in our region. In Pavlodar oblast the implementation of projects of EXPO-2017 has started. In general following the results of the international exhibition, around 20 projects had been selected, and two of them have already started their work in a pilot mode: an agreement with a Turkish company for the amount of 50 million dollars was reached, on realization of the project for installation of wind turbines with a capacity of 50 MW in Shiderty. In Uspenskiy area “Galitskoe LLP” is installing two sets of wind-energy systems with a capacity of 2 MW. The head of the state set a specific task to bring the share of alternative energy up to 30 percent by the year 2030, so the Management of energy and housing and communal services, and the Management of industrial-innovative development need to study and attract new start-up projects.

The Subsurface Use Management will develop a concept for the household solid waste utilization and will attract small and medium-sized enterprises to the process. In the agricultural sector of the region they will focus on the processing of raw materials and the promotion of the brand “Made in Kazakhstan”.

Healthcare Service will reinforce the prevention of oncological diseases and promotion of a healthy lifestyle.

“Rukhani Zhangyru” program will be the basis of educational work at schools, universities and colleges. They will focus on extracurricular activities of children, new business schools and modern societies will appear, old classes and industrial parks will be upgraded at the expense of sponsorship funds. To promote a healthy lifestyle in the region within the PPP framework they will construct a “Sports city”, a training center of Olympic reserve, a rowing canal, a parachute tower, and a triathlon track will be laid.

In Pavlodar they have already established an electronic labor market, using which people can take online tests for career guidance and find a job without leaving their homes. The speaker also reminded the citizens that this year the pension system underwent some changes. “The pension will be directly bound to the work experience. Since July 1, 2018 the basic pension will increase by 1.8 times, since January 1, 2018 the solidarity pensions increased for eight percent. In addition, since July 1, 2018 in addition they will introduce state benefits for parents taking care of adults disabled from childhood of the first group. The benefits for persons with disabilities and the families taking care of the for disabled, will increase up to 16 percent. On January 1, 2018 the salary of teachers will increase by 30%. And remuneration of civil servants will be carried out according to the factorial scale.
