Kairat Nukenov, the akim of Ekibastuz, said that at the moment the situation has already been solved.

«The boiler, which heats the pre-school institution, is served by the RSE «Channel named after K.Satpayev» – he said. «Due to the non-compliance of the temperature in premises with the temperature norms, 4 groups were sent home. Cleaning works were carried out, and the heaters were installed. By the morning of January 24, the temperature should be normal.»

Akim of Pavlodar oblast reminded that in case of underheating at educational facilities, the chief managers on the spot will carry responsibility.

«If it is cold in a kindergarten or at school, the akim of the city or district should “live” there together with the director and representatives of the educational authorities», said Bulat Bakauov. «Eliminate all the defects!»

In addition, the head of the region noted that every day his personal blog receives many complaints on underheating in residential buildings. Most of them are from Pavlodar citizens.

«The residents of the block of apartments in Tolstoy street, 82 wrote the following: 14-16C, only heaters save us, the inspection is aware of it, but no actions,» – the akim read the complaint. «In the house in Kutuzov street, 291, entrance 3, due to the frost, the elevator is on the verge of stopping. In the block of apartments in Kataev street, 12 the temperature in the flat is 18C.»

The head of the oblast center Nurzhan Ashimbetov stressed that the coolant parameters of heating units of some buildings do not correspond to standards. All the information on these facts was transferred to “Pavlodar Heating Networks”. LLP.

«The Department for Public Health Protection, the former Health Inspection Service, has already been instructed to start an inspection, the measures will be taken, the Apartment Owners’ Cooperative is informed about this,» said akim. « If shortage of heat is detected, we require the AOC to fix these facts and make recalculation. Of course, there are problems for AOCs themselves. For example, when it is cold only in one of the four entrances, it is clear that the problem is in the building itself. In these cases, we try to quickly figure it out.»

Akims of other cities and districts also reported on the situation in the assigned territories, noting that the heating season is going on in the regular mode.

«For three days already there are severe frosts in the region, reaching -40C, so we must keep our fingers on the pulse, each complaint must be considered,» – Bulat Bakauov summarized. «The phones in akimats should work in around the clock mode, so that people may call if anything crops up».
