Promenade Will Be Extended and New Park Will Be Built in Pavlodar

Before the architects started their presentation, Bulat Bakauov specified how many houses had to be painted in Kutuzov Street. Nurzhan Ashimbetov, the mayor of the city, said that last year 15 high-rise buildings, overlooking the first line of the street, had been painted, and another 20-25 houses left to be painted.

“We calculated that the average cost of painting a house amounted to about 5 million tenge,” – he said. – “So we need around 100-150 million tenge for the completion of this work.”

The head of the region promised to find funding and demanded that the experts suggest variants for the future colors of the buildings. When the conversation turned to the development of park areas, the architects said that a new Park would be build in Pavlodar in the area of the intersection of Kutuzov and Zhayau Mussa streets, which had already been named as “First Peacekeepers Park”. In addition the work on the overhaul of a drainage channel in Usolsky micro-district and reconstruction of “Tolkyn” square in the River station area, where a monument to salt miners will be established, will be started. Moreover, this year it is also planned to start repairs in the territory of Pakhomovskiy cemetery, which had become a parkland.

“During a working visit to Belarus, we saw landscaped graves that were made during the Great Patriotic War in cities: grass was sown, paths were made,” – said akim of the oblast – “We need to tidy up Pakhomovskiy cemetery the same way.”

The longest discussed project was the extension and improvement of the promenade. A representative of “Kazstroiproyekt” LLP, which designs the stage on the Central Promenade, said that the coming week all the documentation would be submitted for an expertise.

“The expertise will be carried out for 45 days, and some time will be needed to eliminate remarks, two months will pass,” said Bulat Bakauov, dissatisfied with the timing of the project. – “It turns out that you will give us the documentation only in April, when the flood season begins. We need to speed up! We shouldn’t deal with the construction of the stage in summer, because in summer concerts and performances of stars should already be held there! Also do not forget to work in parallel on the technical equipment of the stage, LED-screens, light, sound equipment.”

It became known that they are going to extend the promenade in both directions, from the River station to Usolskiy micro-district, and from the building, which formerly housed the administration of “KazTransOil” JSC, to the railway bridge over the Irtysh river. As akim of Pavlodar noted, there are many private areas in the direction from River station to Usolskiy micro-district, however he promised that they would be bypassed. As for the second part, this project will be carried out in two stages.

“The project is ready, it costs about 400 million tenge,” – said Nurzhan Ashimbetov, the city akim. -”First we need to equip the drainage system and to strengthen the bank. The drainage will bypass the “Goose flight” monument, so water would not destroy it. For this reason, at the second stage in “Gusinka” area only the works on improvement will be held. In total this year we will complete the work on the installation of the stage, will also improve the promenade, will make the passage in the direction of the Usolskiy micro-district and will complete the first stage of the construction of the promenade from the former building of “KazTransOil” JSC to the bridge.

The next meeting of the Urban Council is scheduled for the end of February. Then the Council members will finally agree on all the plans for beautification of Pavlodar in 2018.
