Nursultan Nazarbayev’s Instructions Were Discussed in Pavlodar Oblast
After an extended government meeting with the participation of the head of the state, a meeting was held in Pavlodar oblast to discuss the president’s instructions. The head of the oblast, Bulat Bakauov determined the plan for further work on the development of the manufacturing sector of industry and digitalization together with the akims of the cities and districts and the heads of departments.
Starting the meeting, the head of the region noted that the president of the country had instructed to take measures on increasing the share of the manufacturing sector in the economy, and also dwelled on the introduction of advanced technologies in production.
– “As for the districts, in almost all of them the manufacturing industry is represented by the production of food products,” said the akim. – “Last year, the index of physical volume for production of products in Bayanaul, Zhelezinka, Sherbakty, Mai and Uspenka districts was reduced. I delegate you to analyze all the facilities for processing agricultural products, for each of them there should be an extremely clear development plan of reaching full capacity.”
The issue of road repair was also discussed. Bulat Bakauov informed that according to “Nurly Zhol” program 2.8 billion tenge were allocated from the republican budget of Pavlodar oblast for these purposes. The same amount will be found as co-financing in the local budget.
-“We need to understand what roads this money will go to,” the head of the region said. – “We should make not those roads for which there is a design and estimate documentation, but the ones that are vital for the dwellers of our region. Conditions should be created where they are really needed.”
The problem of self-employed people and their participation in the system of compulsory social health insurance was also discussed at the meeting. At the meeting in Astana, Deputy Prime Minister Yerbolat Dossayev asked the president to postpone the implementation of the system from 2020 to 2019, and therefore, according to Bulat Bakauov, Pavlodar oblast should be ready for this.
– “Nursultan Nazarbayev called the problem of informatization one of the reasons for the inhibition of health care reform,” – said the head of the region. – “Our doctors still conduct documentation on paper instead of electronic passports of health. Medical organizations are poorly equipped with computers and internet access. In the first quarter, the problem of providing medical organizations with computers in Pavlodar oblast should be closed! In general, the head of the state attaches great importance to digitalization in all spheres. We need to explain the aspects of digitalization implementation and what effect it will have.”
According to Bulat Bakauov, the president also noted a formal and non-systemic approach in the implementation of the “Rukhani Zhangyru” program in some regions. Therefore, the akim of the oblast called his subordinates on more concrete actions in this direction.
– “There is no need to hold all events in the oblast under the auspices of the “Rukhani Zhangyru”,” the head of the region demanded. – “This program should be supplemented by unique projects. For example, the sacred places of our region, designated last year, should be refined and have a well-groomed appearance. Do this work. The Department of Internal Policy should more widely promote the “Rukhani Zhangyru” program. This should not be a one-time action, but a real system work.”
