Bulat Bakauov: Only Professionals Should Deal with Digitization

In Pavlodar oblast, the issues of implementation of “Digital Kazakhstan” state program have been discussed. As the deputy akim of Pavlodar oblast Meiram Begentayev has informed, work on digitalization in the region is held in all five directions of the state program.

– “Optimization and automation of the provision of public services is considered,” he said. -” Currently, 38% of services are in electronic form, by the year 2022 it is planned to reach 85% by this indicator.”

Among others the agency for Investment Promotion deals with the issues of digitization in Pavlodar oblast. Representatives of the Agency formed a pool of “quick wins”, which does not require long implementation times and impressive budget injections. The representative of “Zerde” national info-communication holding, Kuat Sagadiyev, who proposed to create pilot solutions for a single GIS map, which would facilitate the solution of questions of obtaining technical conditions, allocation of land, and design of works in real time also took part in the meeting.

– “Pavlodar oblast holds a leading position in understanding the relevance of “Digital Kazakhstan” state program,” the employee of the holding said. – “We are ready to provide information, methodological assistance, and help in integrating with the central state authorities in terms of digitization.”

At the end of the meeting, the head of the region Bulat Bakauov said that civil servants should be at the forefront of those who popularize the digitization in the country.

– “The digitization will eradicate the outdated processes of providing public services: paper workflow will disappear, a large number of documents and approvals will disappear,” said the oblast akim. – “This will make decision making more transparent. At the same time, the digitization should be done by professionals, but not just by those who want to earn money. Now there are a lot of firms that chase after earnings in the market, without thinking about the quality of work.”

Following the meeting Bulat Bakauov distributed responsibilities for the implementation of “Digital Kazakhstan” state program among his deputies in the areas of finance, economy, agriculture, land relations and education.
