At the group conference which was held in Kachiry District, farmers and representatives of local executive bodies of Pavlodar, East Kazakhstan and Karaganda Oblasts took part. The Vice-Minister of the Ministry of Agriculture presented the concept of the National Strategy of the Development of Meat Livestock Breeding for 2018-2027. During this time, the Ministry plans to create 80 industrial feeding grounds and 7 modern meat processing complexes.

As it turned out, the family farm will be the basis of the new program: in cattle breeding, there are 50-100 mother heads, 600 mother heads in sheep breeding, but not large-scale production. The new model consists of breeding farms that will provide farmers with breeding bulls, farms that grow cattle and fatten bulls, fattening grounds with intensive fattening and meat processing plants for industrial slaughtering and harvesting finished products.

The program provides concessional financing with a loan period of up to 15 years and a remuneration rate of up to 4%. The Vice-Minister explained the effectiveness of creating family farms for 50 heads, whereby livestock rearing it is possible to receive income of 4.6 million tenge per year. Arman Evniev noted that young people in the countryside are ready to do their own business. But this requires land for rent, loans for building a farm, buying cows and watering pastures. Therefore, as the Vice-Minister noted, the state should create conditions for the development of such businessmen, provide land, concessional loans with long terms of return.
