Preparation for the new heating season discussed in the regional akimat

Abylkair Skakov held a meeting where charged to start the heating season in time and prevent speculation in solid fuel.

“According to the plan, 9.1 km of 15.3 km of heating networks should have been repaired today. In fact, repairmen have repaired 6.2 km of the highways. The schedule delay was registered in Maikain village of Bayanaul area and in Pavlodar city”, the head of the Department of Energy and Public Utilities Yerzhan Ertayev said.

“We planned to start repair work in April, but actually started in June due to the extension of the quarantine measures. The second reason is the lack of workers. The late delivery of the pipe also affected the situation. The last volume of the pipe was shipped last week, and now this issue is closed. As for staffing, we have agreed with “Pavlodarenergo” JSC to create an additional labour pool (welders). I think that in August we will eliminate the existing defects”, the head of “Pavlodar heating networks” LP Marat Imanayev explained.

Akim of Pavlodar region demanded that heat workers were actively involved in the process and complete the repair work as soon as possible.

“In the difficult epidemiological situation we have lived for some months. The questions about the lack of people, materials must be closed. As for the housing stock, I entrust akims of the cities and areas to ensure the readiness of all high-rise buildings by September 1. It should not be a formal procedure – the passports for readiness must be confirmed by the real readiness of residential buildings”, Abylkair Skakov said.

The head of the region also reminded of the need for timely delivery of coal, which is used to heat the detached houses and social facilities.

“The issue of the cost of solid fuel for people must be kept under strict control. We know the cost of transportation of coal from the open-pit mines to the final buyer. There should not be any price spikes”, akim charged.

Some other issues were discussed in the meeting as well. In particular, akim of Bayanaul area Kanat Karimov reported that 28 resort hotels are ready to work and proposed to allow them to work with 50% load after the end of two-week quarantine.

“It is necessary to give additional consultations. Opening of the tourist season is possible only subject to the safety of tourists. Responsibility for it is carried by the owners of the resort hotels, district akim and public health physician of the area”, Abylkair Skakov noted.

The issue of eliminating the illegal dumping was raised in the meeting. As of today 236 such dumps have been disposed in the cities and areas. Akim of the region entrusted to complete the elimination of illegal dumping within a week.

In addition, the region revised the approach to work with citizens' appeals. A special department has been created in akimat. It will monitor the work on complaints and suggestions from people of Pavlodar region.
