New Manager

The new manager was introduced during the meeting in Oblast Mayor’s Office.

Oleg Kostenko graduated from Sverdlovsk Law Institute (winner of the “Red Banner of Labour” award) in 1993. He began his legal services as a legal advisor of Vostok, LLP in 1992. He has a big working experience in government bodies. In 1993 he worked as the director of the information-advisory centre at the State Committee on antitrust enforcement and support of new economic patterns. From 1993 to 1997 Mr Kostenko was the principal specialist, the head of the department on supervision over the observance of antitrust legislation of Committee of Antitrust Policy.  From 1997 to 1998 he held the position of the head of the Regional Center of Legal Information of Pavlodar Oblast Department of Justice. Since 1998 to 2003 Oleg Kostenko served as a Deputy Chief of Oblast Department on Regulation of Natural Monopolies and Competition Protection. From 2003 to 2015 he was the head of Legal Department of Aluminum of Kazakhstan, JSC, from 2015 to 2016 he was Director of Legal Affairs of Irtyshtransstroy, Association. Before the appointment, he has been serving as the head of the state-legal department in the executive office of Pavlodar Oblast Akim.
