Abylkair Skakov inspected the preparation of Pavlodar for the heating season

Akim of Pavlodar region visited TPP-3, which was a part of “Pavlodarenergo” JSC, new pumping station and saw new heating main.

“5 of 6 turbines have been replaced, 3 of 6 boilers - modernized and the rest - high-quality repaired at the enterprise within the recent years. Thus, according to the company, deterioration of the turbine equipment was reduced from 70% to 30% and deterioration of the boiler equipment - to 50%”, the head of “Pavlodarenergo” Oleg Perfilov told akim of the region.

“In addition, we have technical-and-economic assessment for installation of one more turbine and two boilers. The documentation has already undergone the expert review. If we prepare all documents for the Ministry of Energy by February and we are included in the capacity market, we will start implementing this project in 2021”, Oleg Perfilov added.

Near the crossing of Nazarbayev avenue and Toraigyrov street, Abylkair Skakov saw a new pumping station. The installation will allow transferring the heat reserve from TPP-3 to TPP-1 and dismantle the restrictions for connecting additional loads in the microdistrict “Saryarka” and central part of the city.

According to the heat specialists, the city needs two more similar stations. It is necessary to replace intra-quarter networks, work with apartment owners' cooperatives and population.

“The first problem is rusty pipes, the second – low readiness of multi-storey residential buildings for the winter. About 40% of all housing facilities of Pavlodar received certificates for readiness for the heating season”, the head of “Pavlodar heating networks” LP Marat Imanayev noted.

Akim of the region emphasized that the problem of AOCs must be solved with tenants of the houses.

“If we invest in the infrastructure and culture of AOCs does not change, we will not achieve a positive result. People have the right to choose the head of their cooperative, suspend from work and make him report on the work he had done. We need a specific program for the repair of intra-quarter networks. These pipes were laid 40 years ago and we must double, not reduce the volume of their repair. It is necessary to enact the plan in order to know what results we will have by the end of this year, what we will do next year and within two or three years - to change the situation radically”, the head of the region added.

Abylkair Skakov went to the data center of “Kazakhtelecom” JSC and in Dachniy microdistrict. New heating mains were laid there. Akim of the region demanded from the builders to carry the work to completion efficiently and on time.
