Today, the akim of the region held a special meeting in Ekibastuz on the prevention of crimes against children.
- The terrible case that happened to seven-year-old Milana Davydova from the village of Beskauga did not leave any of us indifferent. My heart breaks from such news. An antihuman act that does not fit in the head. This tragedy, I am sure, could have been prevented. Children are dying in peacetime through our fault, through the fault of adults," Asain Baykhanov said bitterly.
The akim of the region recalled the case of the "Mowgli children" that occurred in February last year, after which no one learned a lesson. The head of the region drew the attention of teachers, who were among the first to notice signs of trouble in the family: there are 17 teachers and 51 students in the school. There are omissions on the part of the precinct and akim of the village of Beskauga, the weak work of the chairman of the commission on juvenile affairs of the city of Ekibastuz.
According to the head of the Department of Education of Pavlodar region, Samal Aitkazina, about 250 cases of illegal facts against children have been identified since the beginning of the year, 66 of them in the city of Ekibastuz. Experts attribute such a high figure to an insufficient number of specialists of guardianship authorities and inspectors for minors.
Asain Baykhanov instructed to analyze and radically revise the system of preventive activities in educational institutions, work out a comprehensive plan to protect children from violence and bullying, establish joint social patronage of precinct and social services for each family from the risk zone. At the same time, the head of the region noted that he imposes restrictions on the involvement of school teachers in this work. Specialists of the departments of education, social protection and the police service should go around and visit each such family, get acquainted with the living conditions of children.
It is also necessary to distribute the emergency line by numbers 65-00-60, 8707-491-64-05, a single communication channel "111 Amanat" of the Commissioner for Children's Rights everywhere. The akim of Ekibastuz was instructed to take the Davydov family under control.
The meeting also considered another egregious case related to the death of an eight-month-old child in the village of Shiderty on November 17. The akim of the region instructed to understand the situation in detail and take appropriate measures.
Following the meeting, the head of the region announced the decision to punish officials. The reprimands were received by the deputy akim of the region – Aizada Kurmanova, who oversees the work of the social sphere, akim of the city of Ekibastuz – Ayan Beisekin, heads of the departments of education and social protection of the region – Samal Aitkazina and Almira Dyusyupova. Also, the akim of the region instructed the head of the city of miners to take disciplinary measures against officials of the city of Ekibastuz, including to consider the further work of the akim of the Koyandinsky rural district – Abai Khakimov.
The head of the region reminded that the whole society and especially authorized civil servants should guard the life and health of children.
- Each such situation indicates indifference, which is equivalent to the betrayal of society, our residents, who entrusted us with ensuring the vital activity of the region, city, village. We have to answer the question of what kind of society we want to live in. Even one incident that caused the death of a child is a great misfortune, and their systematic repetition in recent years is a great tragedy. Children are an unprotected part of society, ensuring their health, safety and harmonious development is our main task. It's time to remember this," Asain Baykhanov said.
