Akims of Aktogay, Zhelezinsky and Shcherbaktinsky districts were elected
On November 5, 2023, at the initiative of the Head of State, the elections of akims of pilot districts and cities were held for the first time.
In Pavlodar region, elections were held in Aktogay, Zhelezinsky and Shcherbaktinsky districts. 8 candidates, 4 candidates from political parties and 4 self-nominated candidates took part in them.
According to the results of the voting, the acting akims of Aktogay and Zhelezinsky districts - Karshyga Arynov and Aitugan Shaikhimov retained their positions. Serzhan Imankulov was elected Akim of the Shcherbakty district.
Arynov Karshyga Zalmukhanovich was born in 1972, has 2 higher educations. He started his career in 1988. From 1997 to 2011, he worked in various, including managerial, positions in the state bodies of Aksu. From 2012 to January 2013 – Director of Gorkomkhoz-Aksu LLP. Since August 2013, he worked as deputy akim of the city of Aksu, then since July 2018 he was appointed akim of the Aktogay district.
Shaykhimov Aitugan Abylayevich. Aitugan Shaikhimov was born in 1980 in Zhelezinsky district, has 2 higher educations. He began his career in 1998 as a teacher at the Enbekshinsky school of the Zhelezinsky district. He was the deputy director of this educational institution. From 2004 to 2007 - Editor, senior editor of the regional branch of JSC RTRK "Kazakhstan - Pavlodar".
From 2007 to 2017, he worked in the office of the akim of the Pavlodar region as the head of the press service, deputy director of the analytical information Center at the Department of Internal Policy of the Pavlodar region, then worked as deputy akim for social Issues of the May district, head of the maslikhat of the Pavlodar region, secretary of the Pavlodar district Maslikhat. Since October 2021, he worked as the akim of the Zhelezinsky district.
Imankulov Serzhan Yergalimovich was born in 1979. In 2000 he graduated from S.Toraighyrov Pavlodar State University. Since 2000, he has worked as a teacher, director of the Alexander Secondary School, director of the Shaldai boarding school, director of the Zhana-Aul secondary school.
Since March 2013, he worked as the akim of the Alexandrovsky rural district. Since 2017 - Head of the Department of Internal Policy and Language Development of the Shcherbakty district. Since October 2021, he worked as deputy akim of the district on social issues.
Presenting the elected akims to the active districts, the head of the region, Asain Baykhanov, noted that the past direct elections of the akims of the districts are a logical continuation of the democratic and socio-economic transformations carried out by the President of our country.
The elected akims will have to prove their effectiveness by fulfilling their election program and the instructions of the residents who have given them great confidence and are waiting for a qualitative solution to social issues.
— It is necessary to justify the trust of the population. The questions and suggestions you received at the pre-election meetings should find their solution. None of them should be left out. I instruct you to approve the Roadmap for the implementation of your election programs and gradually carry out the necessary work in this direction. Every resident of the district should be heard and get the result of your work," Asain Baykhanov said.
