Khasar Khabylbekov has been appointed Akim of Pavlodar. His candidacy was approved in the Administration of the President of the Republic of Kazakhstan and approved by the deputies of the city maslikhat. The head of the region, Asain Baykhanov, determined the priorities of the work of the akim of the regional center and wished success in his work.

- Further development of Pavlodar, its improvement, improvement of the life of citizens - should become priority areas of work. First of all, it is necessary to ensure the start of the heating season and its passage in normal mode. Also, the work of the city akimat of the city requires proactive and timely response to the requests of the population, effective planning of public procurement and strict control over the work of contractors," Asain Baykhanov noted.

Khasar Aitpekovich was born in 1986, has two higher educations. In 2006 he graduated from the Kazakh Institute of Law and International Relations with a Bachelor of Jurisprudence degree, in 2014 - S. Toraighyrov Pavlodar State University with a degree in Transport Construction. He has a Master's degree in Engineering and Technology.

He started his career in 2008 in non-governmental structures. From 2017 to 2021, he held the positions of chief inspector of the akim's office of the region, deputy akim of the Terankol district and Shcherbakty district, deputy akim of Ekibastuz, head of the Akim's office of Aksu, head of the State Institution "Construction Department of Pavlodar region". From August 2021 to December 2022 - Deputy Akim of the city of Pavlodar.

Since December 2022, he has held the position of first deputy akim of Pavlodar region.
