During the trip to Pavlodar region, Deputy Prime Minister of the Republic of Kazakhstan Altai Kulginov met with residents of Ekibastuz and potential participants of the Auyl Amanaty program in Aksu district.
Meetings with the population are a good opportunity to find out what problems citizens are concerned about. For residents of Ekibastuz, the most urgent is the repair of heating networks, which is in full swing in the city, as well as the maintenance of apartment buildings. Important for the citizens are the issues of construction and repair of schools, leisure activities for schoolchildren and young people.
"On behalf of the President, the Concept of the state youth Policy until 2029 has been adopted in the republic, on the basis of which the regions are developing their own programs that provide for solving the main problems of young people: housing, employment, training and advanced training, leisure. One of the important directions is the formation of a healthy lifestyle. There are not enough sports facilities in the region, and this issue is under the control of the Government, since the health of citizens depends on it. It is necessary to solve it not only at the expense of budgetary funds, but also to attract business on the terms of public-private partnership," Altai Kulginov said.
In addition, there is a shortage of additional education facilities. For example, in Ekibastuz, only 26% of children have the opportunity to attend clubs. To address this issue, which is relevant for all regions, it is planned to build 100 large centers for the development of creative and intellectual potential and 50 children's health camps in Kazakhstan.
In Ekibastuz, in 2024, it is planned to begin construction of a new Center for Innovative Creativity, the place for which has already been determined. Residents of the city also raised the topic of the state of the city maternity hospital. It was built in the late 80s, so it requires major repairs and new equipment.
According to the Deputy Prime Minister, it is planned to build 13 perinatal centers in the country. However, it will take several years until they are completed, so it is necessary to equip existing medical facilities with equipment.
"According to the rural healthcare modernization program, it is planned to build 600 medical facilities and consolidate 32 inter-district hospitals. The goal of this large–scale project is to make medicine more accessible and of high quality for the villagers, who today have to go to district and regional centers for help," he said.
Altai Kulginov told about the implementation of the "Auyl Amanaty" program during a meeting with residents of the Aksu district of Pavlodar region. The participants of the meeting were able to ask their questions about the conditions of the program.
"The main goal of Auyl Amanaty is to increase the incomes of the population and support agricultural producers. To implement the program in 2023, 100 billion tenge was allocated from the republican budget, 17 thousand micro-loans are planned to be issued. In Pavlodar region, 1.5 billion tenge is provided for "Auyl Amanaty", which through the provision of concessional loans will create more than 300 private farms," Deputy Prime Minister A. Kulginov stressed.
Residents of villages can apply for a loan through a regional socio-entrepreneurial corporation. If you create cooperatives, then there is an opportunity to purchase agricultural machinery on lease, half of the cost of which will be subsidized by the state. The amount of borrowed funds will increase significantly. The main result of the program should be the solution of the problem of employment in rural areas.
