 In Search of a Compromise

Akim of Pavlodar Oblast once again met with residents of shabby houses of Aluminstroy district. During the meeting, Bulat Bakauov listened to their complaints and suggestions regarding the building up of the micro-district, discussing the reasons for not moving to new apartments.

Both the initiative group of residents and representatives of the local executive and supervisory agencies, employees of the department of public health and other departments were invited to the meeting. In a conversation with the Head of Oblast, some residents of the old two-story buildings reiterated that they did not want to move to the new buildings No. 12 and No. 15 in the Saryarka micro-district, which were built specifically for immigrants. In their opinion, the quality of built houses leaves much to be desired. In addition, they are not satisfied that the high-rise buildings were built not from brick, but from panels. The prosecutor of Pavlodar Aidos Chormanov noted that the supervisory authorities have complaints against the builders, however, the identified incompleteness in no way affect the construction of new buildings and the safety of its residents and will be eliminated.

“The state, relocating you from dilapidated to well-equipped houses, strives to improve the living conditions of each resident,” – the Oblast Akim appealed to the applicants. – “The cost of seized housing is 63 thousand tenge per square meter and the price of apartments provided with communications – 167.9 thousand tenge per square. We provide you accommodation on the principle of “square to square.”

To question, why the previous settlers of “Aluminstroy” received housing with a different layout, Bulat Bakauov explained that at that time, the authorities had no other working housing, and the house-building factory had not worked yet. He also paid attention to the fact that the old two-story buildings are not in critical condition, but recognized as shabby and, accordingly, those who refuse new buildings, can continue to live in their apartments. An exception will be made only for people with disabilities, with whom the resettlement issue will be worked out individually.
