As the mayor of the city reported to the head of the region, today there are no projects of detailed planning in the regional center. To take action against the owners of problematic facilities, 26 written appeals were sent, on two MZD claims to the court for the demolition of illegally constructed facilities - four-story houses at 102 Yestaya and 102 Kamzina. housing construction - there are no projects at all.

Abylkair Skakov criticized the urban planning and architectural policy of the city authorities. As the head of the region noted, the lack of clear town-planning rules negatively affects the development of the housing market.

- The city has a general plan, but there is no RAP, no clear town planning rules, - the akim of the region emphasized. - That is, we see the goal, but we do not have the tools to achieve it. This negatively affects the state of the housing market, the development of which is based on specific data and their analysis. All links in the chain - akimat, developers, consumers, etc. - must have clear information, forecasts, plans. These are the basic rules of economics.

Another reason the head of the region called the lack of consistency and order in the field of urban housing construction. According to Abylkair Skakov, the city akimat took the position of a service provider, and the instructions he had previously announced on the principles of quarterly and complex development were practically not fulfilled.

– You have not eliminated the practice of violations on smaller plots of land. On the contrary, it has become widespread and has become chaotic,” the head of the region said. - And I consider it incorrect to shift responsibility from city departments to GASK, since implementation functions are the direct responsibility of city services, whose inefficient work leads to systematic proceedings.

Akim of the region also stopped on the fact that the projects of detailed planning of new large microdistricts of the city should be considered similarly to the projects of building up the city.

“Projects for the construction of several houses should be developed, taking into account building density, fire and other safety issues, landscaping and other aspects,” Abylkair Skakov noted. - The city akimat should have developed such approaches long ago. I gave the relevant instructions. However, there were no fundamental changes. The only thing was that the permit was stopped. But this is already a belated decision. Moreover, it was not about a ban, but about streamlining development in the interests of the city and its inhabitants.

At the same time, on behalf of the head of the region, the city authorities need to increase the role of the town planning council. And most importantly, as Abylkair Skakov emphasized, the city administration should provide residents with complete and objective information about the planned changes in the development of the city. These issues are the personal responsibility of the mayor of Pavlodar.

- Akim of the city needs to bring the work of city departments in accordance with the new urban planning standards within a month, - the head of the region instructed. - To build a regulation of interaction between the city departments of the akimat, GASK and the architecture of the region. Carry out appropriate explanatory work with all developers, taking into account the direction of the master plan and RAP.

Also, the oblast akim Abylkair Skakov ordered to develop an information portal, which will contain complete information about all the MZD being built and planned for construction, with detailed information for Pavlodar residents. The head of the GASK department needs to continue monitoring in the field of housing construction. And the akim of Pavlodar should consider the responsibility of officials of the city akimat in urban planning and land issues, basing the practice through streamlining housing construction.
