The development plan of Pavlodar was discussed with the public of the city
The comprehensive development of the regional center was considered today in the House of Friendship. At a meeting with the city's public, deputies, heads of city-forming enterprises and media representatives, the head of the region outlined specific tasks to create comfortable conditions for Pavlodar residents.
Opening the meeting, Abylkair Skakov said that 13.8 billion tenge was additionally allocated from the regional budget for the development of Pavlodar. Another 2 billion tenge for these should come from the republican treasury after the budget is clarified. It should be noted that prior to the working meeting, the akim of the region held meetings with residents of the Suburban neighborhood, suburban villages and employees of transport companies. After them, the head of the region formed a list of the main problems of the regional center of seven points.
- The number one problem in the city is public transport, citizens are dissatisfied with the state of affairs in this area, - said Abylkair Skakov, who traveled on two bus routes on the day of the meeting. - Bus No. 1e was half-empty, and bus No. 21 was full. How are shuttle buses monitored in Pavlodar and are there any plans for the development of public transport?
Mayor Asain Baykhanov acknowledged the difficulties with public transport.
- We need to optimize the route networks, but we do not know the exact data on passenger traffic, - he said. - With the full implementation of electronic ticketing and free travel cards for children, we will be able to get the big picture.
The head of the region called the quality of the roadway one of the main problems of the regional center. The governor of the region stressed that this year it is planned to repair 12 main streets in the city and asphalt 50 streets in the private sector. During the repair campaign, he instructed to rationally organize traffic when roads will be blocked.
We stopped at the meeting and the topic of pedestrian safety. Abylkair Skakov complained that pedestrian crossings with outdated technologies are still used in Pavlodar.
- I specially invited the Association of Urbanists who developed the Vision Zero Pavlodar project to us, - he said. - The project is aimed specifically at improving road safety.
The head of the region instructed to implement this project locally. When the expected results are achieved, the funds for scaling the project will be included in the three-year budget of the city.
Among other things, the akim of the region exposed the problems of housing and communal services and the transition from new forms of property owners. He supported the decision to empower the housing inspectorate to control the heating season and the housing stock, recalling that by the middle of the year it was planned to transfer all KSK to associations of property owners.
- The disruption of this work may negatively affect the plans for the development of heat supply systems, - said Abylkair Skakov. - For the first time in history, we have prescribed obligations for a monopolist.
The head of the region specified how explanatory work is carried out among the population in this direction. The mayor of Pavlodar replied that the employees of the responsible authorities hold meetings with residents and he himself explained to the citizens the advantages of switching to the AXIS.
Abylkair Skakov also demanded to pay special attention to the issues of landscaping, cleaning and care of the green fund. He noted that the amount of funding for these purposes has tripled, and instructed to organize control over the work of contractors.
- It is necessary to organize early watering of the green fund, even before sunrise, - said the head of the region. - We must not repeat the negative experience of the past years, when plantings died in the heat due to poor-quality watering.
Also, the akim of the region instructed the city authorities to accelerate the implementation of engineering communications for the development of urban villages. This will allow the issuance of land plots for individual housing construction to begin soon.
At the meeting, attention was also focused on the architectural appearance of Pavlodar. Abylkair Skakov demanded that the new urban neighborhoods "Dostyk" and "Sport City" be built according to the principles of quarterly development.
- Spot development should be limited, the citizens themselves say this, - said the head of the region. - If developers want to build commercial housing, then let them buy private houses and build them according to the quarterly development.
The seventh - the final issue in the list of the akim of the region - was the problem of lighting. Abylkair Skakov noted that the regional center needs a unified lighting control system. He instructed to work out this issue, as well as the possibility of controlling the illumination on administrative buildings and shopping centers. The head of the region separately focused on the support of small and medium-sized businesses of the city. He instructed to identify one hundred new outlets for sellers of fast food, ice cream and coffee.
During the discussion of the city development program, members of the city public council asked questions on the development of heat supply and housing, the arrangement of a barrier-free environment for people with special needs. Journalist Bolat Amanbayev asked about idle cottages in the residential district of IZHS-1 and how the authorities plan to solve this issue.
- These houses were built several years ago, - the journalist said. - Unfortunately, they are now being destroyed.
Asain Baykhanov explained that now the city authorities are deciding on the possibility of selling houses to private owners through state programs to finance the purchase of housing. After that, the governor of the region instructed to carry out systematic and comprehensive work on the implementation of the development plan of Pavlodar.
- It is necessary to solve the issue of storm sewers as soon as possible and rationally organize the movement of transport, improve the overall infrastructure of the city, - he said. - Residents of the city should see firsthand the effectiveness of the use of budget funds. It is necessary to act promptly and for the result.
At the end of the meeting, Abylkair Skakov recommended taking into account the comments and suggestions of Pavlodar residents. He called on all members of the city public council and government agencies to work together to improve the quality of life in the regional center.
