Abylkair Skakov held a meeting with the heads of medical institutions, where they considered the problems and prospects for the development of the primary health care system. The head of the region instructed to conclude a memorandum with each medical organization, assuming the achievement of specific targets, including the reduction of queues and coverage of medical examinations and screenings.
At the beginning of the meeting, the head of the regional branch of the Compulsory Medical Insurance Fund, Nurlan Kasimov, spoke. He noted that the budget of the healthcare system is growing every year. If in 2019 it amounted to 42.5 billion tenge, then in 2021 it exceeded 63.7 billion tenge. At the same time, medical institutions systematically do not master the allocated funds, which are eventually returned to the budget.
- In 2021, the FOMS branch returned 3.7 billion tenge within the framework of the GOBMP and 1.9 billion tenge under the OSMS system, - the speaker stressed. - More than 891 million tenge of undeveloped funds were returned for consultative and diagnostic assistance, and these are consultations of narrow specialists, for long waiting and unavailability of which Pavlodar residents most often complain. In addition, last year mobile medical complexes provided more than 34 thousand services in the amount of 38.4 million tenge, while the branch allocated 394 million tenge for these purposes.
Nurlan Kasimov also noted that in 2021, the FOMS immediately received 863 complaints from residents of the region about the activities of medical organizations. Almost 83% of the total number of complaints related to the work of polyclinics.
The head of the health department, Aidar Sitkazinov, agreed with the above facts and recalled that there are still not enough medical personnel in the Pavlodar region. Today, young doctors from other parts of the country are attracted to the region and grants are allocated for free training in medical universities in Kazakhstan. In addition, the department is trying to solve the problem with the shortage of average medical staff. This year, the region has increased the order for the training of nurses by 100 units and plans to begin admission to the Pavlodar Medical College not only on the basis of 11 classes, but also on the basis of 9 classes.
- In order to improve the work of primary health care on the basis of polyclinic No. 4, the creation of a center for best practices has begun, - added Aidar Sitkazinov. - Its main task is to analyze internal processes for the distribution of responsibilities between medical staff, so that doctors are engaged in therapeutic and preventive work, middle staff – pre-medical and auxiliary care, and management - constantly improve management activities. We plan that by the middle of the year this center will be fully operational and will be fully patient-oriented.
The Governor of Pavlodar region stressed that the center of best practices was conceived to relieve doctors of their uncharacteristic duties. Therefore, doctors should devote their free time to improving the quality of medical care and working with patients. In addition, he instructed to strengthen and staff the service of nursing nurses, whose task includes home visits.
- Our polyclinics should become more customer-oriented, - said Abylkair Skakov. - Today there are queues in every polyclinic. To undergo diagnostic tests, people have to wait up to 10 days! Why is this happening? We need to reduce the waiting time for an appointment with narrow specialists to 3 days. For each polyclinic, it is necessary to make a separate list of problematic issues that lead to the fact that people do not receive high-quality medical services, and subsequently solve them.
The head of the region instructed to conclude a memorandum with each medical organization, assuming the achievement of specific target indicators. In addition, he demanded the creation of a regional situation center, where all operational and analytical information from the sitcenters of the polyclinics themselves would flow. The akim of the region gave three months to modernize the PHC system.
