Those responsible for disinsection work in the region are fully ready to work. Both the scientific group and the main contractor have already been provided with everything necessary. Today, competitive procedures are continuing to identify exterminators in some areas, but they are promised to be completed in March. What will change in the fight against midges from this year, it became known at a working meeting in the regional akimat.
The head of the Department of Subsoil Use, Environment and Water Resources Aigerim Kabyltayeva noted that one of the key roles in the fight against midges is played by the timing of environmental releases from the upper reaches of the Irtysh. This year, early spring is expected in both East Kazakhstan and Pavlodar regions, and therefore Pavlodar experts consider it rational to start water discharges in April after the start of the ice drift. In addition, it is proposed to carry out releases in the amount of at least 5 cubic kilometers of water and lasting no more than 20 days.
- The requested volume of the release is sufficient to provide forage for coastal areas, - said Aigerim Kabyltayeva. - However, taking into account the experience of past years, the interdepartmental commission, when forming the discharge schedule, is based solely on the data of the hydrological forecast of Kazhydromet.
Akim of Pavlodar region Abylkair Skakov instructed to bring the voiced proposals to the interdepartmental commission as soon as possible and, if necessary, asked to discuss them with the leadership of the relevant ministry. In any case, the region has developed two scenarios for further actions. With optimal pass volumes and favorable weather conditions, treatment against midge larvae can begin as early as the end of April.
- In case of late release dates, as last year, and in warm weather, there are risks of a rapid change in the phases of larval development and mass departure of winged forms of midges, - the speaker stressed. - In this case, all processing methods will be carried out as a single front, that is, not only aviation, but also barrier and river processing at the same time. Regardless of the timing of the release in Pavlodar, already in the second decade of April, it is necessary to begin processing temporary reservoirs that are formed when snow melts and groundwater rises, suburban areas and basements.
Experts have studied the experience of past years and made some innovations in the plan for the upcoming fight against midges. For example, a biological preparation will be used for local treatment. It was decided to replace the chemicals by doubling their total volume. In addition, scientific support of the work will be carried out in every city and district.
The main contractor for the Pavlodar region remains the Kazakhselmash-Stroy company, which won the competition last year. 10 biologists will be responsible for science, including a candidate and a doctor of biological sciences. We also took into account last year's history, when the akimat of Pavlodar did not have time to conclude a contract for treatment against blood-sucking insects in the territories of the regional center.
- We have already identified a separate contractor, - said Mayor Asain Baykhanov. - The coastal zone and the floodplain of the Irtysh is the area of responsibility of the regional contractor. Intra-block territories, 45 parks and squares, two local reservoirs and suburban areas will be handled by a city contractor. Akims of rural districts in the suburban area also identified their own contractors. We can say that we are fully ready and we are only waiting for recommendations from researchers.
Recalling that the fight against midges will be conducted locally, the head of the region pointed to the timeliness and quality of the work carried out. He instructed to ensure that separate brigades carried out disinsection in each city and district. The mayor noted that the effectiveness of all works will be evaluated only after feedback from the population. The opinions of residents of the Pavlodar region about how well the region is fighting the midge will also be monitored in social networks.
