Shortage of student places is reduced in Pavlodar region

In 2022, 5 educational institutions are going to be put into operation in the region and 3350 new student places will be introduced. This became known during a staff meeting in the regional akimat.

The head of the Department of Education Dinislam Bolatkhanuly told about how the National Project "Educated Nation" is being implemented in the Pavlodar region. He began with the fact that in the next four years 7 preschool institutions will be introduced in the region, which will increase the coverage of children from 2 to 6 years of preschool education in 2025 to 97%. As for student places, at the beginning of this year their deficit amounted to more than 7,015 places. For comparison, in 2019, this figure exceeded 11 thousand.

- This year, 5 facilities are being prepared for commissioning, which will give 3350 new student places, - said the head of the department. - In 2021, 56 schools were modernized, and this year it is planned to carry out major and current repairs in 55 educational institutions.

Akim of Pavlodar region Abylkair Skakov demanded that all updated schools comply with modern standards. According to him, modernization should lead to an increase in academic performance among schoolchildren in the region. The mayor also focused on the problem with heating of educational institutions in the rural area.

- It is necessary to analyze the situation of providing schools with coal, - Abylkair Skakov instructed. - This is the area of responsibility of the profile management and local akims. As a pilot project, rural schools near Pavlodar, which are heated with coal, can be converted to heating with liquefied gas. After that, it is important to calculate the effectiveness of this system.

The city akimat is ready to start this work and is confident that it will give its result. Already today, changes are being made to the projects of newly built facilities here so that new boilers work on liquefied gas. This applies to the house of culture in the village of Pavlodarskoye, as well as the recreation center and the sports and recreation complex in the village of Moyyldy.

Also at the staff meeting, compliance with labor legislation in the Pavlodar region was considered. The head of the Labor Department, Askar Kapanov, informed about the results of monitoring on wage increases at enterprises in the region.

- In 2021, most large enterprises carried out a salary increase from 4 to 25% and paid 13 salaries, - the speaker said. - These are JSC "Aluminum of Kazakhstan", Kazakhstan Electrolysis Plant, Ekibastuz GRES-1 named after B. Nurzhanov, Aksu ferroalloy plant. There are enterprises with low wages, for example, Pavlodarenergo JSC, Casting LLP, KSP Steel LLP, a branch of Ort Sondirushi JSC. Work is underway to raise wages at KSP Steel LLP.

As for salary arrears, in 2021 118 enterprises repaid debts to 2,805 employees in the amount of 297 million tenge. The issue of paying the debts of Tamyr LLP, which was declared bankrupt, is also being resolved. According to Akim of Ekibastuz Ardak Kantarbayev, the December debt will be paid by the end of this month, and the January debt will be paid in early March.

The head of the region stressed that mainly labor conflicts arise due to the fact that some employees still do not formalize labor relations officially. And in the risk zone in this case, the so-called "wild" brigades, especially popular in the construction industry.

– A person, in order to defend his rights in any labor dispute, first of all, must formalize these relations properly, - said the akim of the region. - An example of this is the story of the construction of an extension to a school in the village of Zhetekshi, when the general contractor hired subcontractors who did not formalize employment contracts with their employees.

When concluding contractual relations with builders, Abylkair Skakov instructed to control the schedule and scope of work of both general contractors and subcontractors. Moreover, construction customers represented by government agencies should be sure that the performers have legalized all labor relations.
