Land, water, roads: What worries residents of one of the most remote rural districts of Pavlodar region
The head of the region Abylkair Skakov visited Zhalaulinsky rural district of Aktogay district on a working trip. The akim of the region visited social facilities, took part in the reporting meeting of the local akim with the population and held a personal reception of citizens.
In the village of Zhalauly, the akim of Pavlodar region first of all visited the Alshynov school to check the temperature regime. In an educational institution where 80 children study, the conditions were optimal - 22-23 degrees. To provide more than two thousand squares with heat, up to 1.5-2 tons of coal are consumed here per day.
Meanwhile, it was cooler in the rural outpatient clinic than at school. This was also said by local residents who came to receive medical procedures. The health workers noted that the outpatient clinic building has not been repaired since its construction for almost 40 years. To solve the problem, this year the health department plans to develop design and estimate documentation for the modernization of the outpatient clinic. Abylkair Skakov assured that as soon as the PSD is ready, the project will be financially supported. At the same time, the head of the region demanded to take into account not only the repair of premises, but also the reconstruction of the heat supply system.
In addition to social facilities, the mayor also visited one of the four rural shops. Despite the remoteness from Pavlodar - more than 200 kilometers, goods are also traded here at social prices. In the store you can buy cheaper potatoes and carrots, which are sold under a memorandum with vegetable growers, as well as sugar, buckwheat and vegetable oil supplied from the regional stabilization fund. As for milk, there were a lot of products from Petropavlovsk on the shelves of the outlet and there were no goods from Pavlodar producers. Abylkair Skakov instructed to work out the issue of the supply of milk to Zhalauly from local processors.
In the village club, the head of the region took part in the reporting meeting of the local akim Azamat Medetov in front of the population. The head of the Zhalaulinsky rural district told about what was done in the four villages under his jurisdiction last year.
- Today we have 55 farms, one LLP and 13 individual entrepreneurs of agricultural direction, - said the akim of the rural district. - Last year we opened three new farms. Another 10 farms received about 100 million tenge for the purchase of new agricultural machinery due to state support. Masakpai Invest LLP has implemented an investment project in the amount of 645 million tenge, having built two feedlots.
As for the improvement plans for 2022, they intend to equip a workout zone in the village of Zhalauly. In the village of Sholaksor, it is planned to install a new playground, update street lighting and decorate the local square with a fountain. A stele should appear in the village of Baltasap this year. Abylkair Skakov stressed that all their plans in the rural akimat should be discussed with the local community.
- We need to formulate a modern agenda and understand what to work on first of all, - said the head of the region. - Not so long ago, we turned to fellow countrymen and invited them to share their thoughts on the development of the Pavlodar region in order to form an Action Program for 2022. We received about 2.5 thousand offers. So, along with social problems, Pavlodar residents are really concerned about the issue of interaction between the authorities and society. Therefore, akims and other civil servants should work in direct contact with the population. It's time to give up working in offices, just providing references and reports. Now we need to go out to people and build a dialogue with them.
During the reporting meeting, residents of the Zhalaulinsky rural district were able to ask their questions. Several times the villagers raised the problem of shortage and misuse of pasture lands. In response, Abylkair Skakov recalled his recent assignment to create a map of agricultural lands that should be accessible to everyone. Also, the governor of the region said that in the coming years in those areas where there are not enough pastures, a program of tilling will be implemented. However, only owners of personal farmsteads will be able to use pasture lands grown at the expense of the regional program.
Residents of the village of Sholaksor asked to solve their main problem with water supply. More than 20 years ago, a complex block module was installed here and in recent years the villagers are dissatisfied with the quality of drinking water. Alternatively, they are ready to build a simplified water supply system in Sholaksor. The head of the Aktogay district Karshiga Arynov explained that the necessary design and estimate documentation has already been prepared. It remains to protect the project and wait for its financing.
Another pressing issue for all Zhalaulin residents is the road. The highway, which connects the rural district with the district center and other settlements of the region, has not been repaired for the last 50 years. Last year, part of the canvas was repaired here and residents asked not to stop there. The head of the region assured that all the initiated projects will be completed, the main thing is the readiness of design and estimate documentation, which should be handled by local akims.
In addition, the akim of Pavlodar region held a personal reception of citizens in Zhalauly. In particular, activists addressed him on behalf of the parent community of the village of Sholaksor. They asked Abylkair Skakov to help with the repair of the local school. The mothers noted that at first it would be enough to replace the windows in the educational institution. The head of the region instructed the local leadership to calculate the approximate cost of these works and, if possible, lay down financing for them.
