Department of Information and Social Development of Pavlodar region headed by Baltabay Kappasov

Previously, for more than three years, he served as deputy akim of Aksu.

 

The head of the region, Abylkair Skakov, introduced the new leader during the operational meeting in the regional akimat. He noted the experience of Baltabay Kappasov in the public service and wished him success in his work. Akim of the region immediately outlined the priority tasks for the appointee, among which he especially singled out work with youth.

                     

Baltabay Kappasov was born in 1971. In 1997 he graduated from Pavlodar State University named after S. Toraigyrov with a degree in «Teacher of Biology and Chemistry», in 2012 - the Academy of Public Administration under the President of the Republic of Kazakhstan. In addition, he received a master's degree in political science from Duke University, USA.

 

He began his career in 1988 as a laboratory assistant at the central current of the state farm named after K. Marx in the Krasnokutsk region. From 1997 to 1999 he worked as a district police inspector in the Industrial District Department of Internal Affairs of Pavlodar. From 1999 to 2007 he worked as a laboratory assistant at the Department of Chemistry at PSU named after. S. Toraigyrov and the director of the Zhelezinskaya secondary school No. 2.

 

In 2007, he was appointed deputy akim of the Zhelezinsky district for social issues. From 2014 to 2017 - Head of the Department for the Coordination of Employment and Social Programs of the Pavlodar Region. From 2017 to 2018 - Director of the Regional Department of the Ministry of Labor and Social Programs. In March 2018, he was appointed Deputy Chief of Staff of the Akim of Pavlodar Region. From October 2018 until a new appointment, he worked as deputy akim of Aksu.
