By reducing the available site of the SEZ in the management of entrepreneurship and industrial and innovative development, it was proposed to create a subzone near the Kazakhstan Electrolysis Plant. The department believes that this will help bring the special economic zone out of the energy crisis and implement the idea of creating an aluminum cluster. Further development of the FEZ "Pavlodar" was discussed during a staff meeting in the regional akimat.
As the head of the department of entrepreneurship and industrial-innovative development Yernur Zhautikbayev noted, this year three new projects were implemented in the special economic zone "Pavlodar". These are the production of microspheres by Kazcenosfera LLP, the production of furnace fuel by CDR Group LLP and the production of high-quality casting of metals by the Metallex LLP. In total, the investment portfolio of the FEZ consists of 47 projects, of which 17 are active, 19 are being implemented, 11 are being developed. However, in order for investors to continue to invest in the construction of new enterprises on the territory of the special zone, it is necessary to resolve issues with the infrastructure.
“In view of the resulting shortage of electricity in the special economic zone, the rates of attracting investments are slowing down,” emphasized Yernur Zhautikbaev. - Of the issued 30 MW technical conditions, 5.5 MW remains in reserve, which are pre-allocated between ongoing and ongoing projects. Thus, the facilities available at the SEZ site no longer allow the placement of energy-intensive metallurgical projects.
To overcome the energy crisis, management determines the points of connection and obtaining technical conditions from energy transmission and energy producing organizations in order to ensure non-energy-intensive promising projects. In addition, the department proposes to reduce the area of the special zone from 1200 to 815 hectares in the Eastern industrial zone of Pavlodar and create its sub-zone near the Kazakhstan Electrolysis Plant. This decision is supported by the close proximity of raw materials - primary aluminum, which for domestic converters drops by 5% below the exchange value. Akim of Pavlodar region Abylkair Skakov instructed to weigh all the pros and cons of opening the sub-zone and only after that make a verdict.
- All issues related to the development of the FEZ "Pavlodar" must be resolved taking into account the General plan of the regional center, - said the head of the region. - Each of the proposed scenarios must be carefully worked out and by the end of the year to determine the most optimal one. There is also the question of transferring the infrastructure of the special zone to the service of the Akimat of Pavlodar. On it, too, you need to make a specific decision. In general, the prospects for the development of a special economic zone are very important for us. The indicator of efficiency from the investments made in the FEZ is not bad, but due to some issues related to the provision of infrastructure, the attractiveness of the special zone is leveled. It is necessary to deal with the infrastructure in order to try to give the FEZ "Pavlodar" a second wind.
Also during the working meeting, they discussed the indicators of socio-economic development and the pace of budget development in Pavlodar region. Akim recalled that the heads of cities and districts, as well as the heads of regional departments, are personally responsible for the achievement of macroeconomic indicators that were established at the beginning of the year, and the full and efficient use of budget funds.
