In addition to the already installed modular police stations (four in Pavlodar and one in the Bayanaul district), 10 more of the same will be opened in the region. Five of them will work in the regional center, three in Ekibastuz, two in Aksu. The transition to a service model in police work was discussed at a meeting of the regional interdepartmental commission on crime prevention.
The reform in the work of the law enforcement service began this year. The pilot project was launched in the territory that belongs to the Southern Police Department of Pavlodar, where in 9 months of 2021 an increase in criminal offenses was recorded by 27.6%. After that, it is planned to switch to a service model in the work of the police throughout the region. As noted by the head of the interdepartmental group for security, Alexander Denisyuk, three main vectors of development have been identified for this.
- The first vector is walking distance, aimed at maximizing the ease of access to the police, - said the speaker. - We are talking about the optimal deployment of precinct points, mobile police posts, their material and technical equipment and increasing the response time. The second is the prevention of offenses through the timely elimination of potential threats. We use the so-called CAPA method, which includes scanning problems in the pilot area, analyzing the information received, developing recommendations for solving them and assessing the overall result. The third direction is close partnership with the population, since security problems are more of a local importance and can be effectively addressed only with the active assistance of the local community. To do this, we have created groups on social networks and messengers, in which together with the police are Pavlodar residents living in their subordinate areas.
Ensuring the openness of law enforcement officers, four modular police stations were presented in Pavlodar two months ago. The same one appeared in the Bayanaul region. Each modular point is equipped with video cameras, the image from which is transmitted to the police station. They included district police officers, an inspector for juvenile affairs and a zonal operative. The deputy head of the police department, Zhaskairat Kairov, assured that 10 more similar modular points would be launched in the region by the end of the year: five in Pavlodar, three in Ekibastuz, and two in Aksu. At the same time, law enforcement agencies are confident that all this infrastructure will not bring the desired benefit if the population does not go to meet the guards.
“The service model will work well where society will actively participate in the process of identifying security problems,” added Zhaskairat Kairov. “We have to improve interaction with the local community, receive feedback from it, quickly respond to the needs of the population, using the existing potential correctly. This will lead to the consolidation of the belief that the police officer does not punish, but helps everyone in a difficult life situation.
Akim of Pavlodar oblast Abylkair Skakov demanded that the guards in fact become closer to people and constantly work to increase the recognition of district inspectors. In addition, the head of the region pointed out the need to prevent the facts of cattle theft in the rural area. As it turned out, criminals often steal livestock that is not included in the databases of farm animals.
- The police need to cooperate more closely with the executive state bodies at the local level, - the akim emphasized. - With regard to the tracking of farm animals, it is necessary to update the household accounting data, conduct an audit of the farmsteads and, possibly, use the information from the past census. I think the region has all the tools to legalize the actual livestock population.
Also, during a meeting of the interdepartmental commission on crime prevention, the situation was discussed with those who committed a crime while registered with the probation service. Since the beginning of the year, those who were released or were sentenced to a punishment not related to imprisonment have committed 93 repeated crimes in the Pavlodar region. Almost every second fact in this case is theft. Abylkair Skakov instructed to strengthen preventive work with those who leave places of imprisonment, and to provide them with work for their further socialization.
