Akim of Pavlodar region spoke at the site of the Central Communications Service
Abylkair Skakov told representatives of the regional and republican media about the development of the region and some of the achievements of the Pavlodar region over the years of independence of Kazakhstan.
The head of the region began his report with basic macro indicators. The volume of industrial production in Pavlodar region for 10 months amounted to 2.2 trillion tenge. The share of the manufacturing industry in it exceeded 60%, which allowed the region to take the third place in the country in terms of non-resource production.
- Non-raw materials export of the region today amounts to every eighth US dollar in the republican volume, - said Abylkair Skakov. - An increase in the export potential of the region by another 28% is facilitated by the implementation of 186 investment projects for more than 2 trillion tenge until 2025. Over the years of independence, a full-fledged petrochemical cluster has been formed in the Pavlodar region. Today, the region accounts for a third of the production of gasoline, about 40% - of gas oil, only we produce calcined petroleum coke.
The akim also spoke about the development of the railway cluster, which is represented by five enterprises providing 73% of the railway production in Kazakhstan. One of them - a plant for the production of elastic clamps and screws - was launched by the President of the country, Kassym-Jomart Tokayev, during a recent working trip to Ekibastuz. Thanks to this production, unique for the CIS, it is planned to fully cover the needs of the national carrier for terminals and screws.
Separately, Abylkair Skakov dwelled on the achievements in the agro-industrial complex. According to the results of 10 months, Pavlodar region remains the leader in terms of growth in gross agricultural output, which has increased by 100 billion tenge over two years. This year, the region's farmers for the first time in 30 years have harvested more than one million tons of grain. At the same time, the yield of buckwheat amounted to more than half of the total volume in the country, carrots - more than a third, potatoes - 16%. This is also the merit of the peasants engaged in irrigated agriculture, whose area today is almost 135.9 thousand hectares.
- Since the beginning of the year, the export of meat and meat products has grown by 40%, by the end of the year it is planned to commission five more livestock facilities, in total, designed for almost 4 thousand head of cattle, - added the head of the region. - The production of processing enterprises for 9 months exceeded 90 billion tenge, by the end of the year a total of 32 facilities will be commissioned. Now in our agriculture there are 4 tenge of private investment per 1 budgetary tenge of subsidies. After the pandemic restrictions, small and medium-sized businesses are confidently recovering. The number of SMEs increased by more than 1.5 thousand, and the output of their products - by 60 billion tenge. Since the beginning of the year, under the programs "Business Roadmap", "Economy of Simple Things" and "Enbek" have supported more than 1.5 thousand projects for 58.8 billion tenge. As a result of cooperation with "Halyk bank" last year we launched a line of unsecured loans for young businessmen, and this year - a program for business women. Immediately in six directions in Pavlodar region they work under the "Business Ertis" program.
One of the conditions necessary for the prosperity of the village, Abylkair Skakov called the development of rural infrastructure. Thanks to the "Auyl - El besigi" program initiated by Elbasy, since 2019, the living conditions in the region are improving for almost 120 thousand villagers of the region. 169 social facilities have already been built and repaired in the region. 70 projects are being implemented this year.
“An absolute indicator of the quality of life in the countryside is access to clean drinking water,” said Abylkair Skakov. - By the end of the year we will bring the level of this access to 94.7%. Over the past two years, this figure has increased by almost 20%, coverage has increased by 40.6 thousand people. Thus, we have accelerated the implementation of projects and intend to reach 100 percent in 2024.
The Pavlodar region does not forget about the infrastructural development of cities, where 71% of the region's population lives. This year, on behalf of the Head of State, a Comprehensive Development Plan for Ekibastuz until 2025 was developed, which contains 4 key blocks and 114 events. Almost 90% of them will be realized through private investment. Budget funds will be directed to the renovation and construction of engineering and social facilities. In general, due to the implementation of the strategic document in Ekibastuz, they intend to open 16.5 thousand new jobs, increase the average monthly salary by 43%, commission 200 thousand square meters of new housing and reach 1 trillion tenge in industrial production.
“Aksu celebrated its 60th anniversary this year,” the head of the region recalled. - Today, the city is building 28.5 thousand square meters of housing. In addition, 16 apartments will be purchased for representatives of socially vulnerable groups. The modernization of two schools is coming to an end. Completion of the construction of the ice rink is scheduled for next year.
As for the healthcare system, this year an infectious diseases department at the regional hospital is being commissioned in Pavlodar. Next year, it is planned to build a multidisciplinary hospital in the Dostyk microdistrict, and three more new medical institutions will appear in three villages. By 2024, it is planned to commission 12 healthcare facilities in the region and provide step-by-step accessibility to medical organizations for more than 90% of the population. In total, over the years of independence, 96 medical facilities have been built in Pavlodar region.
“One of them is a cardiac surgery center, where today minimally invasive, complex arrhythmological operations, implantation of complex devices and hybrid interventions are performed,” Abylkair Skakov noted. - For almost 9 years, the center has performed more than 18 thousand operations, about a third of them on an open heart. Residents of other regions also receive routine and emergency care here, in total about 80 thousand patients a year. Since last year, a stroke center has been operating in the cardiac surgery center, and it is planned to further introduce modern technologies for the treatment of patients with diseases of the cardiovascular system.
Together with the development of infrastructure in regional medicine, they are working to increase human resources. Since the beginning of the year, 85 doctors who came to work in the village have received more than 41 million tenge as lifting, 52 specialists from this number have issued budget loans for 211 million tenge. In addition, in Pavlodar, it is planned to build a dormitory for 400 places for medical workers and students of a medical college.
“We are also working on the introduction of housing certificates for teachers who go to villages,” the akim said. - Material support for teachers is one of our courses to strengthen the education system in the region. Last year, the badge “Pavlodar baldsyn bilim take salasyn koskan alesi ashin” was established, today 59 teachers have received it. The sign is supported by a financial reward - 1000 MCI, or almost 3 million tenge.
It is worth noting that in two years the budget for the education sector has more than doubled, and the financing of the material and technical equipment of educational facilities - 12 times at once. This made it possible to carry out a complete modernization of schools, where no updates have been seen for 50-60 years. For the comprehensive equipping and improvement of educational institutions, a regional program "Zamanaoui Mektep" was developed, which should cover 85 educational institutions by 2025.
“Vocational guidance for students has been introduced in schools within the framework of the regional Atlas of new professions and competencies,” continued Abylkair Skakov. - During the years of independence, schoolchildren of Pavlodar region have won almost 9 thousand medals of republican and international Olympiads. For 20 years, the regional team has been the best Olympic team in the republic. Our duty is not only to preserve, but also to further develop the intellectual and human potential of the region. In the year of the 30th anniversary of independence, 300 students of the Pavlodar region will receive material rewards for special merits.
To popularize a healthy lifestyle for mass and youth sports in Pavlodar region, 682 million tenge was redistributed this year. Under the program of per capita financing, there are 472 groups and sections in 17 sports in the region, in which almost 7 thousand children are engaged. This is 3.5 times more than originally planned. At the same time, the region is trying to increase the population's access to sports infrastructure. Over the past three years, 12 large objects and 20 different fields and sites have been commissioned. And, if today more than a third of the region's residents are constantly involved in sports, then by 2025 they intend to cover more than half of the region's population, including 40% of children and adolescents.
“The number of cultural objects has doubled over the years of independence and amounted to 511,” the akim said. - 10 professional collectives of the regional philharmonic society named after V.I. Isa Bayzakov. In the center of folk art, 10 creative groups have been created, 9 museums and branches of the regional history and local history museum have been opened. The construction of another museum - "Isabek-Ishan Khazret" - is provided for by the Comprehensive Development Plan of Ekibastuz. Regional theaters named after Zh. Aimauytov and A. Chekhov continue to expand their repertoire and delight the audience. Last year, by the way, during the quarantine period, both theaters underwent renovations.
Abylkair Skakov called the Assembly of the People of Kazakhstan one of the strongholds of peace and harmony in the region. Today, the regional APK includes representatives of 23 ethno-cultural associations, which are always at the forefront of public life and make an invaluable contribution to the development of the region. At the end of his speech, the akim noted that the solidarity of its inhabitants and their conscientious work are behind all the achievements of the Pavlodar region.
