Akim of Pavlodar region presented the regional situational and analytical center to representatives of local and republican media, after which he answered questions from journalists for more than two hours.
Speaking about the new subdivision of the regional akimat, Abylkair Skakov noted that on the basis of the information received, the situational analytical center should help the authorities in making high-quality management decisions.
“Local executive bodies receive various information and when it is processed manually, it takes a lot of labor,” the akim emphasized. - Therefore, we launched a situational analytical center. We are faced with the task of creating a digital analytical infrastructure in order not only to hear the population, but also to see what is happening at this or that facility, in this or that area, excluding the so-called blind spots. Then all decisions made by the heads of state bodies will be more accurate and verified.
The Situational Analytical Center is connected to various information systems. Among them is e-Otinish, through which the authorities receive applications from citizens. Any message received is automatically sent to the competent authority and a responsible specialist is assigned to it.
- Another system - information and analytical - based on statistical information allows you to control the situation in each separate sector of the economy, - added the speaker. - For example, in real time we can track the index of physical volume in agriculture, compare it with the indicators of previous years and predict its further dynamics. On the line of small and medium-sized businesses, the system shows how entrepreneurs are distributed by districts, whether they operate or not. More than 46.5 thousand SMEs are active in Pavlodar region right now. The increase since the beginning of the year is about 1.7 thousand, that is, 170-200 new entrepreneurs are registered on the territory of our region every month.
Security is also a key area for the new akimat subdivision. To date, a digital video surveillance system has already been installed in all schools in Pavlodar, which transmits data to the situational analytical center. They plan to do the same with kindergartens and boarding schools.
“Today in Pavlodar there is one video camera for one thousand people,” said Abylkair Skakov. - When we complete the project we started, we will increase this figure more than 20 times. In addition to educational institutions, medical institutions, territories of dacha cooperatives and large intersections inside the regional center will be equipped with cameras to ensure road safety.
After the presentation of the situational-analytical center, the akim of Pavlodar region talked with mass media workers in an informal setting. Representatives of local and republican media were able to ask the head of the region their questions. Continuing the topic of the transformation of the state apparatus, he was asked about plans to optimize the state of the civil servants. According to Abylkair Skakov, by the end of 2023, 25% of civil servants should be cut in the region. At the end of 2021, 321 staffing units of state bodies are subject to reduction.
“Against the background of optimization of the state apparatus, we will continue to build up the capabilities of the situational-analytical center,” the akim said. - We have two key tasks in this direction. The first is the creation of a digital twin of the region. This is necessary so that all infrastructure and facilities of the region's life support system are displayed on a map, with the help of which we could work on predicting accidents. Then it will be possible to minimize the number of damages on the networks and prevent them. Another point is the introduction of a block budget, which will eliminate disparities in the development of cities, districts and villages. Thanks to this, we will be able to distribute financial resources between our settlements, based on where it is needed in the first place.
The head of the region was also asked how the regional center would deal with the numerous problems of the district heating system. Abylkair Skakov said that a specially created commission at the government level is already dealing with this issue. The experts will work in several areas at once: modernization of energy sources, putting in order of heating mains and renewal of intra-quarter networks.
“Starting next year, by increasing the number of repair teams, we intend to shorten the period of work on the networks, so that in the summer the townspeople would be left without hot water as little time as possible,” the akim continued. “In addition, our heat engineers will take over the maintenance of the houses, in which underheating is recorded during the heating period. In the future, we intend to enter into a strategic agreement between our monopolists and the government to resolve all issues of the district heating system.
During the meeting, journalists also recalled the accident three months ago on the channel. K. Satpayev. According to media workers, she showed that the failure of at least one of the 22 pumping stations of the canal can leave industrial enterprises and large settlements without water supply.
- Channel them. K. Satpayev has been working for many years, and the load that he is experiencing requires certain changes, - answered Abylkair Skakov. - I can say that local executive bodies are interested in protecting the interests of water consumers. I believe that it is necessary to conduct a technical audit of the canal infrastructure so that when money is allocated for its modernization, it will be repaired in the right place. Remember how skeptical everyone was about the technical audit of the same heat supply system in Pavlodar. Although this measure allowed us to recognize the priority problems at stations and heating networks and to structure our tasks in this matter. We need to do the same in the case of the channel to them. K. Satpayev. I will definitely talk about this with the leadership of the Ministry of Ecology, Geology and Natural Resources.
The parties also touched upon the current problems of small and medium-sized businesses. As the akim said, during his last visits to small enterprises, he was told everywhere about staff shortages.
“The company, which employs 40-50 people, has planned expansion and for this it needs another 20-30 new employees,” the head of the region gave an example. - As a result, the necessary staff, which can be formed in 2-3 months, is recruited there within 8-9 months. Everywhere - both in the public administration system, in the quasi-public and in the private sector - there is a shortage of qualified specialists. We need to deal with this problem very seriously, because a strong economy requires strong personnel. And you need to start this work from school. Therefore, we have developed a regional Atlas of new professions and are introducing the institute of career counselors in secondary educational institutions so that young people choose professions that are really needed on the market and, starting from school, determine their future.
Also, Abylkair Skakov was asked questions about providing remote villages with the Internet, the policy of urban development, unloading overcrowded educational institutions and many others. In total, the meeting of the regional akim with the media representatives lasted more than two hours.
