A personnel council has been established under the akimat of Pavlodar region

The new council will consider the level of professional competence in the appointment of managers and the implementation of KPIs upon dismissal.

The akimat of Pavlodar region began to transform the personnel policy. In October this year, at the office of the head of the region, a unified personnel management service was launched, which took over the functions of personnel services of all regional departments.

“The work of this unit will correspond to the format of the HR service,” says Natalya Nefedova, head of the unified personnel management service. - This implies a transition from standard personnel records management to the formation of the personnel potential of the state apparatus. This is expected to increase the efficiency of civil servants. In addition, we will be able to determine the KPI of employees and motivate them in their work.

Also, since November 9, a personnel council has been created under the akimat of Pavlodar region. It included veterans of the civil service, members of the council of veterans and trade unions, as well as representatives of the competent government bodies. When appointing akims of cities and districts and heads of regional departments, the council will consider the level of professional competence and the availability of managerial competencies of the candidate. Also, the advisory body will be connected upon dismissal. Representatives of the personnel council will analyze the reasons for the departure of the akim or the head, accept their reports on the work performed and evaluate the achievement of the indicators previously set before the civil servant.
