The situation with the construction of water pipelines and the installation of local water supply sources was discussed at a hardware meeting in the regional akimat.
The first speaker at the working meeting was the head of the Department of Energy and Housing and Communal Services Yerzhan Salkhanov. He noted that this year, 34 villages are immediately involved in providing centralized water supply. In another 32 rural settlements with less than 200 people, it was decided to install integrated block modules.
“After the implementation of these projects at the end of the year, the indicator of access to high-quality drinking water in villages will be fulfilled by 94.3% against the approved plan of 92.5%,” the speaker explained. - For 2022, financing of 13 projects for central water supply and the installation of 9 MSC were supported from the republican budget, which will provide 95.7% of the region's population with high-quality drinking water. For 100% access to drinking water supply, local water supply sources need to be installed in 27 villages, and centralized water supply in 23 rural settlements.
Yerzhan Salkhanov also dwelled on problematic issues. The fate of five ongoing water supply projects in the Bayanaul district turned out to be difficult. For example, in the villages of Sluzhon, Maikobe and Kyzylshilik, they are seriously behind the approved work schedule. A similar situation is in some villages of the Irtysh region and Terenkol region. Meanwhile, in the village of Yenbek, which is part of the rural area of Aksu, the project, which began in 2019, cannot be brought to a logical conclusion. Local akims reported that they are aware of each problematic issue and make every effort to resolve them.
- For all problematic water supply facilities, it is necessary to draw up a list and determine in which cases it was the fault of the designers, where the builders-contractors were inadequate, and where the reasons were different, - the head of the region instructed. - After that, you need to file a claim in recourse to restore damage. Leaders need to adopt this mechanism in their future work.
The regional akim also reminded of the need for proper operation of newly introduced and repaired water pipelines. He noted that there is a shortage of the necessary specialists at the local level and there are questions about the quality of service. Therefore, the head of the region demanded to develop a scheme for the operation of water supply networks in villages and decide whether a single operator will be responsible for this throughout the region or in each city and district they will be engaged in this separately.
Considered at the staff meeting and the pace of the national population census. As the head of the department of the bureau of national statistics Zhakan Zhakenov said, today more than 282 thousand residents of Pavlodar region have filled out questionnaires online. This is 38% of the region's population.
- On October 1, the census of the population in offline mode began, on October 11, a census of more than 30.5 thousand people was carried out, - said the speaker. - Almost 80% of the population subject to the census is concentrated in cities: Pavlodar - 48.4%, Ekibastuz - 20.3%, Aksu - 9.3%. According to the calculated data, on average every day in Pavlodar it is necessary to cover about 19.3 thousand people with a census, in Ekibastuz - 8.1 thousand people, and in Aksu - 3.7 thousand people.
There are not enough interviewers to carry out this work in the region. Therefore, in the field, it was decided to stimulate the census personnel. In Ekibastuz, for example, they introduced additional fees for the census in the private sector.
- All issues related to the travel of interviewers in public transport and ensuring their safety, interaction with large enterprises should be resolved at meetings of city and regional headquarters, - Abylkair Skakov emphasized. - Now we will receive a daily summary of the population census and tomorrow we should see positive changes. The population census is carried out every 10 years; this is the most important statistical tool. Therefore, you need to use all the opportunities for its high-quality implementation.
In addition, the head of the region was informed about the situation regarding the connection of central heating supply in Pavlodar. As of October 12, four high-rise buildings remain without heat. Akim of the regional center Asain Baykhanov assured that these houses will be connected to heating within the next few days. It is necessary to regulate the supply of heat in 7-8 high-rise buildings, where there are problems with in-house networks. Abylkair Skakov said that in the near future the city's heat supply system should be transferred to a stable mode, and therefore instructed to monitor the situation in residential buildings and social facilities.
