Heat will become cheaper for Ekibastuz entrepreneurs

Starting next month, Ekibastuz businessmen will start paying 35% less for heat supply. These are the results of the revision of the tariff for legal entities, which was carried out on behalf of the akim of the Pavlodar region Abylkair Skakov.

The good news for Ekibastuz entrepreneurs was announced during an online conference at the site of the Regional Communications Service. As it turned out, local monopolists represented by Ekibastuzteploenergo LLP did not fulfill their own investment program, according to which the company had to direct part of the profit for modernization, and almost 193 million tenge remained unused for its intended purpose. That is why the antimonopoly authorities intervened in the case at the request of the head of the region.

- The subject did not fulfill the investment program and did not use the money that was included in the tariff, - said the head of the regional department for the regulation of natural monopolies, Ibrahim Tangiyev. - Now the received income will be withdrawn, due to which the tariff will be reduced. This is a temporary measure designed for one year to reimburse consumers for the entire amount that was taken into account in the previous tariff.

As a result, the rate for heat for legal entities in Ekibastuz will be 9400 tenge per gigacalory instead of 14462 tenge. The tariff for budget organizations was also reduced slightly - by two percent. At a reduced rate, citizens who have not installed heat metering devices will also pay for heat supply – 3443 tenge instead of 3493. Consumers will receive receipts with updated tariffs in October.

-The fact is that there is a large tariff formation in Ekibastuz, and this greatly affects the business environment of the city, - said Oleg Kruk, First Deputy Akim of the Pavlodar region. - The reason is the differentiation of the tariff. For example, in Pavlodar, it is at the level of 25-30% of the total amount for individuals and 70-75% for legal entities. And in Ekibastuz, the differentiation varies from 10-15% for individuals, and the remaining 85-90% falls on business. Therefore, it is important to start a policy of differentiation. In the 1990s, differentiation was made illegally and all costs were assigned to legal entities, including the budget. If earlier there was at least some heat load in Ekibastuz, now there is almost no heat load. We hope that the business will see that there is justice, and will connect to this service. Of course, if this happens, then taking into account the increase in the volume of heat energy, the tariff will change.

Today, Ekibastuz entrepreneurs prefer local heat supply to centralized heat supply. When the number of businessmen using the products of the local station increases, it will be possible to talk about reducing the tariff for heat on a permanent basis. As experts explain, it is the volume of heat energy production that plays the most important role in the formation of rates: the more heat a station generates, the lower the tariff for the final consumer.
