Deputy Prime Minister of Kazakhstan Roman Sklyar visited Pavlodar region on a working visit

Together with the head of the region Abylkair Skakov, the Deputy Prime Minister visited a large agricultural enterprise "Galitsky" LLP, inspected the reconstruction of the Pavlodar - Semey road section, visited the Dostyk microdistrict under construction and took part in a meeting on the development of the heat supply system and preparation for the heating season.

On the basis of Galitsky LLP, the Deputy Prime Minister visited the dairy farm of the enterprise. MTF for 1000 heads of cattle is equipped with the most modern technologies in the livestock industry. Last year alone, more than 6 thousand tons of milk and about 580 tons of meat were produced on the basis of Galitsky LLP.

In the regional center, Roman Sklyar was informed about the progress of the reconstruction of the republican highway between Pavlodar and Semey. It provides for the renewal of 10 kilometers of the road. A transport interchange of the "clover leaf" type is also being built here, which will connect the western and eastern bypasses of Pavlodar. They intend to complete the project next year, but the Deputy Prime Minister instructed to fully open traffic on this section of the republican highway this year. In addition, he set a task for the representatives of KazAvtoZhol JSC to strengthen the current maintenance of roads of national significance.

- Travel on the Nur-Sultan - Pavlodar and Pavlodar - Semey highways should always be provided, including in winter, - said the Deputy Prime Minister of Kazakhstan. - It is necessary to comply with road maintenance standards and provide for snow retention issues along the highways.

Roman Sklyar was presented with the concept of development of the Pavlodar microdistrict "Dostyk". Today, five high-rise buildings have already been raised here. According to the governor of the regional center Asain Baykhanov, 2215 apartments are planned to be built within the first stage of the project by the end of 2022. The Deputy Prime Minister noted that private owners should be more actively involved in the construction of housing, but it is necessary to create conditions for this.

- There was a precedent in Pavlodar when an investor was ready to invest his own funds in the construction of housing and sell it within the framework of the state program" Nurly Zher", but in the end the company could only count on performing a contract at the expense of the budget, - said the Deputy Prime Minister of the republic. - In this way, we restrain private initiative. Now the relevant amendments are being made to the legislation and, in general, we are carrying out a reform in the field of housing construction. This will encourage construction companies to create consortia and develop such large neighborhoods on the basis of long-term contracts.

In the regional akimat, Roman Sklyar participated in a meeting where they discussed the development of the heat supply system of the Pavlodar region and readiness for the heating season. At the meeting, they recalled what they face annually in Pavlodar in preparation for the supply of centralized heat supply - these are worn-out networks and a shortage of capacities of existing energy sources. The head of the region Abylkair Skakov called the same issues a deterrent to the development of the regional center.

- Pavlodar today lives in a solid limit on technical conditions for heat supply, - he said. - In fact, this means that the city cannot build new large facilities and expand existing capacities at existing facilities. Therefore, to solve these problems, we need short - and medium-term measures on the part of monopolists who need to invest in the development of their infrastructure.

To change the situation, the Deputy Prime Minister instructed to form a working group at the level of the republic. He stressed that Pavlodar is very important for the whole country, and therefore should have opportunities for further growth.
