14 objects will be removed from the list of long-term construction projects in the Pavlodar region by the end of 2022

Such tasks are set for themselves in the department of urban planning and land control and the akimats of Pavlodar, Ekibastuz and Aksu. How they work with long-term construction projects in the region today was discussed at a staff meeting in the regional akimat.

According to the head of the Department of urban planning and land control Arman Bekbosynov, this year four long-term construction projects are going to be completed in the Pavlodar region, 10 more objects should be put into operation by the end of 2022. In total, there are 26 problematic long-term construction projects in the region. For example, in Ekibastuz on the street of Power Engineers, unfinished residential buildings have been idle for about 30 years. To date, the land plot on which housing was built has been returned to state ownership. Now the owners of the buildings can either continue construction or vacate the site at their own expense.

- It should be noted that over the past four months, there has been a positive trend in problematic long-term construction in Aksu, work is underway in Pavlodar and Ekibastuz, - Arman Bekbosynov said. - In general, most often issues are resolved through negotiations, assistance in solving emerging problems, search for investors and buyers. In some cases, fines are imposed for violation of landscaping.

Today, at the initiative of the regional authorities, amendments to the existing rules of landscaping are being considered at the republican level. In particular, Pavlodar experts propose to legally oblige the owner of a long-term construction to protect it, bring the architectural appearance of the structure into compliance and restrict access to it. To control this process, state agencies will have administrative levers of influence.

Akim of Pavlodar region Abylkair Skakov noted that while those responsible are struggling with old long-term construction projects, new ones are appearing. An example of this is an unfinished dormitory for students in the area of Pavlodar school No. 34. Therefore, the head of the region instructed to take note of all the structures that were "frozen" for more than six months.

- The list of long-term construction projects that you are compiling should be constantly updated so that the situation is under control, - the mayor addressed the representatives of the city land control. - For all objects of unfinished construction, the requirements for facade shelter and ensuring their safety should be prescribed. Today, we see only drawbacks from frozen objects - this is a discrepancy with the architectural appearance and problems for nearby residents of the city. Therefore, long-term construction projects, on which some movement has gone, need to be brought to a logical end.

The implementation of the state program for the development of healthcare until 2025 was also discussed at the staff meeting. Of the 18 indicators to date, 14 indicators have been fulfilled in the Pavlodar region at once. According to four indicators - infant mortality, neonatal mortality, mortality from unintentional poisoning and wear of buildings of medical organizations - the healthcare system is trying to improve the situation. Abylkair Skakov demanded to pay special attention to the health of the mother and child. He noted that today the organizations of maternity care, women's diagnostics and consultations are not equipped as well as other medical hospitals. The head of the region instructed to invest their equipment and other problematic issues in the basis of a three-year program for the development of medicine in the Pavlodar region.
