Akim of Pavlodar region at the next session of the maslikhat told about the socio-economic development of the region and plans.

The head of the region began with the epidemiological situation. The number of registered COVID-19 infections has increased by more than 12% over the past week, the bed load exceeds 40%. The health care system is provided with the resources necessary to counteract CVI.

Moreover, the infectious diseases service is being strengthened in the region. Two new specialized departments will be opened at once in Pavlodar and Ekibastuz, which will increase the infectious bed fund by 2.4 times compared to last year. However, the only effective way to combat COVID-19 is the formation of collective immunity through vaccination.

- There are still those among our fellow countrymen who, without any objective reasons, consider it unnecessary to get vaccinated. Many of you, I know, are carrying out sanitary and educational work, I ask the rest to also take part in it, " the head of the region addressed the deputies.

This year, the budget of the healthcare system has been increased 2.7 times. This will also allow the purchase of equipment for 40 medical organizations. New healthcare facilities are being built and repaired in the region. In particular, it is planned to expand the regional cardiac surgery center.

-We are developing three standard construction projects: a medical outpatient clinic, a paramedic - obstetric center and a medical center, - Abylkair Skakov said. - According to them, appropriate institutions will be built in 11 villages of the region, where there is such a need. We pay special attention to improving primary health care. The center of best practices operates on the basis of polyclinic No. 4 in Pavlodar. Further, we will improve its work and extend the experience to other polyclinics.

The budget of the education system has also grown. In particular, the financing of capital repairs of institutions has increased 12 times. This will allow the modernization of 56 schools, including those under the Zamanaui Mektep program.

- By the end of the year, it is planned to introduce two new schools and two extensions for a total of 1082 places in Pavlodar, - Abylkair Skakov said. - More than 600 million tenge is provided for equipping educational organizations with security systems under the current budget clarification. The new academic year, as you know, will begin in the traditional format. Educational organizations are ready – both financially and technically, and from the point of view of sanitary and epidemiological requirements.

Speaking about social protection and employment, the governor of Pavlodar region, among other things, noted that it is expected to increase the amount of compensation for families with special children studying at home. More than 10 thousand representatives of socially vulnerable groups received charitable assistance for more than 70 million tenge. The unemployment rate has been reduced to 4.8%, about 16 thousand new jobs have been created since the beginning of the year.

The development of small and medium-sized businesses also contributes to this. Since the beginning of the year, the number of small and medium-sized businesses has increased by 1.7 thousand. Assistance to entrepreneurs is provided both under state programs and under regional Business Ertis. In addition, micro-crediting of graduates of the "Bastau" program has been started.

- Since the beginning of the year, six houses, or 456 apartments, have been commissioned, - the head of the region noted on the topic of housing construction. - The construction of 18 more houses continues. More than 950 waiting lists received housing. We are also working on reducing the housing queue by providing certificates. This year, 249 million tenge is provided for them. As of today, 83 housing certificates have been issued.

Agriculture showed an increase of 3.9%. By the end of the year, it is planned to increase the total area of irrigated land to 135 thousand hectares in the region. 20 investment projects are being implemented in animal husbandry, eight have already been introduced.

- For six months, the volume of production at processing facilities amounted to almost 55 billion tenge, a significant increase was in the production of cereals and sunflower oil. Five agricultural processing facilities have been introduced and modernized. This year, it is also planned to launch the production of refined sunflower oil on the basis of a company created jointly with a social and entrepreneurial corporation, " Abylkair Skakov noted.

In general, according to operational data, the economy of the Pavlodar region has grown by 3% in seven months. Referring to the macroeconomic indicators, the head of the region also reported a 6.7% growth in the manufacturing industry. The increase was also recorded in the production of chemical and pharmaceutical products, oil refining products and mechanical engineering. Railway engineering continues to develop in Ekibastuz.

Reducing dependence on the fuel and energy complex provides for a Comprehensive development Plan for Ekibastuz (KPR). It includes more than 100 events, the implementation of which will be 87% at the expense of private investment.

– A very important part of the comprehensive plan is the development of human capital, - Abylkair Skakov answered the question of MP Mirkhat Musanap about the social component of the Communist Party. - In order to maintain a strong technical staff, it is necessary to improve the quality of life of citizens, build and repair social facilities. In Ekibastuz, we intend to modernize about 48 kilometers of heat supply networks, 105 kilometers of water supply and sanitation networks, repair 280 kilometers of city roads, modernize schools, build an ice arena and a sports complex and reconstruct the Shakhter recreation park.

The head of the region assured that the work of the regional authorities is focused on completing the projects started in the social sphere, building and modernizing infrastructure, effectively supporting SMEs, attracting new investments, developing digital services and fulfilling the tasks set in healthcare, education, youth sports and other areas.
