The prospects of the education system of Pavlodar region were discussed at the August conference

The August conference of educational workers "Bilimdi ult - turakty damu kepili"was held in Pavlodar region. Teachers from all over the region, the Vice-Minister of Education and Science, as well as foreign experts became its participants through video conferencing and online broadcasting.

In his speech, Akim of Pavlodar region Abylkair Skakov recalled that special attention is paid to education in the region. This is evidenced at least by the fact that since 2018, the financing of the sphere has more than doubled. In particular, the volume of funds allocated for strengthening the material and technical base of educational facilities has increased. The driver here, among other things, was the regional program "Zamanaui Mektep", which started last year. According to it, there is a complete modernization of schools – from the improvement of adjacent territories to the renovation of equipment and furniture. Another innovation is the allocation of funds for the material encouragement of teachers and talented students. As the head of the region stressed, their motivation is an integral part of the development of the industry.

- Last year, the amount of funding for the Higher Innovative Agricultural College was more than doubled, - Abylkair Skakov continued with information about the development of technical and vocational education. - The college has made a comprehensive overhaul, improved the material and technical base. Now they are preparing for the opening of competence centers there. The task is to become a methodological and scientific center for specialized educational institutions of the region.

This year, special attention was paid to the College of Information Technologies, whose funding has been tripled, including at the expense of the republican budget.

- Our plans are to make the college a center of attraction for IT and creative economy communities, to create an IT hub on its basis, - the head of the region said in the context of the need to create an ecosystem for the development of information technologies in the Pavlodar region. - Moreover, it is planned to open a school of information technologies on the basis of Toraigyrov University. These will be certification courses for those who want to get additional or in-depth knowledge in this industry. The university also launches the Faculty of Computer Science. Thus, we are building a full cycle of IT education in our region.

Abylkair Skakov also recalled the program "Strong University – strong region" implemented in the region, aimed primarily at effective cooperation between science, government and business. One of the key tasks of such cooperation is the training of personnel necessary for the development of the regional economy in modern conditions.

The head of the company "BTS Education" Sayasat Nurbek told about the trends in career guidance work. Pavlodar region has become the first region in Kazakhstan to develop its own atlas of new professions and competencies. It has already included 40 professions that, according to experts, will be in demand in the Irtysh region in the next 5-10 years. The basis for educational programs is already ready for 14 specialties. Any college can choose one of the professions in the atlas and start preparing a curriculum for it.

- Another important aspect of our work is career guidance diagnostics, - said Sayasat Nurbek. - All high school students of the region have passed a professional diagnostic assessment. We found out what talents teenagers have, what disciplines they pay attention to, what skills and interests they have. There is a complete picture of who intends to go to college or leave the educational system of the Pavlodar region. If we conduct this analysis constantly, we will be able to understand what the work on career guidance should be. This is important, because teachers and education officials should know what will happen to their students in 3-5 years.

Separately, the conference focused on the development of inclusive and additional education. The governor of the region stressed that the region will continue to improve the qualifications of teachers in inclusive education. Today, more than 4 thousand specialists have completed the courses. At the same time, Abylkair Skakov noted, officials should also change, paying special attention to methods of working with children with special needs and increasing their access to quality education.

- In additional education, among others, we are methodically increasing the number of sports sections through the placement of a state order. The goal until 2025 is to cover 9 times more children and adolescents with free sections at the expense of per capita funding, " the mayor said, talking about the prospects of additional education. - At the same time, I believe that the approach to the organization of physical culture lessons also requires changes. Along with the training and retraining of teachers of other subjects, our physical teachers also need constant and high-quality professional development.

The departments of Education and department of Tourism and Sports were instructed to develop appropriate plans. In the development of additional education, attention is also paid to the creative industry. One of the key events here should be the opening of an art center in Pavlodar.

One of the main topics of discussion at the conference was, of course, the transition to a distance learning format in connection with the pandemic. Despite all its difficulties, experts agreed, it may become even more difficult to return to the traditional format. After all, the need to fill in the gaps that have arisen due to the "coronavirus" study regime is added to the development of the new program. But there are also positive sides to the" remote control". According to Abylkair Skakov, it allowed parents to get to know their children better and appreciate the teacher's work more.

The head of the Helsinki Department of Education, Mario Killonen, also said that moms and dads of students should become the main partners of teachers in the educational process.

- In Finland, special attention is paid to the family well-being of the child, - the speaker shared. - During the online training, difficulties arose for all children, even those who always had good results. Now we are seeing a decrease in academic performance and a deterioration in the emotional state of schoolchildren. Starting the new academic year, we understand that there will be no successful education in the children's home without well-being. Before the start of the educational process, it is necessary to understand whether the children received support within the family during distance learning, whether they were helped with lessons and in terms of emotional development. It is important to connect the family so that students achieve success and build their future. This was obvious even before the pandemic, but thanks to it, this issue has become even more urgent.

The August conference ended with an award ceremony for employees of the education system of the Pavlodar region. 25 people received badges "Bilim beru isinin kurmetti kyzmetkeri", "Ybyray Altynsarin", the medal "Enbek Ardageri", the badge "Oblys aldynda sinirgen enbegi ush", as well as certificates of honor and letters of thanks from the akim of the region. The results of the contest "Uzdik Pedagogue-2021" were also summed up and special grants were awarded to the head of the region for high achievements in teaching and educating the younger generation.
