With its help, the region intends to reformat the work on attracting investments.
Aibek Tursingaliev, head of the department of entrepreneurship and industrial and innovative development, spoke about the structure and tasks of the regional investment headquarters. According to him, for the next 5 years, the investment portfolio of Pavlodar region amounted to 151 projects for 1.9 trillion tenge. The headquarters will not only carefully accompany these projects, but also identify niches for attracting new investments.
- Revealing niche projects can bring more than 400 billion tenge into the regional economy, - said Aibek Tursingaliev. - We intend to carry out this work through the Ministry of Foreign Affairs. For example, an entrepreneur has appeared who wants to be engaged in the production of potato chips. He has a land plot and certain financial resources, but he needs a foreign partner, modern technologies and a brand. In this case, we "pack" the project and send it to the Ministry of Foreign Affairs, which transfers the investment order to the Kazakh embassies around the world. This order is then sent to the potato chip factories. After receiving feedback, we, together with our entrepreneur-applicant, will consider all possibilities of cooperation.
The main driving force of the regional investment headquarters will be the operational group, which will deal with problem solving, monitoring and attracting investments. It will include not only government officials, but also representatives of financial institutions and other services. The operational group will closely interact with investment officers, in the role of which will be the deputy akims of cities and districts.
The importance of this work on the ground was emphasized by the head of the region Abylkair Skakov. He instructed to work out more thoroughly new business projects that give jobs. In addition, according to the akim, for their implementation, it is already necessary to prepare a personnel reserve.
- Investments will go to the place where the base of labor resources will be prepared, - the akim of Pavlodar region emphasized. - We must closely interact with our higher educational institutions in order to know if they are ready to train and retrain the specialists we need. Also, universities must understand what kind of staff are needed. Otherwise, in 2025, for example, we will open a new enterprise, and there may not be enough workers for it.
Abylkair Skakov instructed to study the potential of each industry separately and revise the pool of investment projects upward. This applies to the akimats of those cities and regions where a relatively low number of projects is predicted for 2021-2025. The first results of the work of the regional investment headquarters will be considered at its site in a month.
