The independent commission gave recommendations on the heating season in Pavlodar

The independent commission, created at the suggestion of akim of the region Abylkair Skakov, studied the topical issues of the heating season and went to the houses where there was underheating.

“By combined efforts we have solved the heating problems in 88 high-rise apartment houses. The regulatory measures are carried out in four more houses – Donetskaya st., 4, Ak.Margulan 345/1, Bakinskaya, 8 and 143 Lomov st., 143.

The member of the independent commission Oleg Kruk has noted that specialists do not always have the access to the heat supply units. He has suggested choosing the organization which will control these issues for the effective solution of such situations.

“Every year in Pavlodar it is necessary to repair from 12 to 15 km of the heating networks.  However, in practice, 7-8 km of the network is reconstructed annually. In 2020, due to the pandemic, only 3.5 km have been repaired. One more issue, discussed in the meeting, was neglected and private networks, the condition of which is not monitored by anyone. We consider that these networks need to be inspected, certified and transferred to the trust management of the specialized organization”, the former head of the heating network Oleg Kruk said.

The other issue, which the members of the independent commission focused on, was development of the southern part of Pavlodar. Due to new consumers there was disruption to power supplies in Usolka and Dachniy microdistricts. In the long term, the situation can be resolved in some ways: reconstruction of the heating networks and construction of a boiler house in the southern area or increasing the capacity of TPS-1 (reconstruction). According to experts, each of these options must be studied in order to choose the best one. Workers of the heating network are confident of solution of this problem already in 2021.

 “We know that the tender for the construction of the pumping station N6 and heating main N42, connecting Dostyk microdistrict with Usolka microdistrict, have been already hold”. The standard construction period for the heating main is 8 months. We believe that this work must be completed this year. In case of the successful construction of the pumping station and heating main, we will completely resolve the problem of heating supply in Usolka and Dachniy microdistricts”, the head of “Pavlodarenergo” JSC Oleg Perfilov noted.

Akim of the region charged the city authority to work on financing of the project. In addition, the head of the region has reminded that disruption to power supplies must not be repeated in the current heating season.

Abylkair Skakov expressed gratitude to the members of the independent commission for the work and recommendations to normalize heating supply in the city. The head of the region entrusted to draw up a plan of actions and after the heating season to start implementing it.
