The program for support and development of entrepreneurship presented in Pavlodar region
In the region it is planned to cover 2000 businessmen with the state support measures, open 1000 new business entities and increase the share of non-cash payments by 10%. The concept of “Business Ertis”, included 36 projects and 588 sub-projects, has been presented in the regional akimat.
“The program is based on a detailed analysis of the business climate in the region. The large-scale diversified program was developed by businessmen and representatives of the development institutions. It was divided into five blocks: “Business Birge”, “Business Social”, “Business Eco”, “Business Innovation” and “Business Invest”. 12 supervisors from the business community, more than 1000 small and medium-sized entities, 11 non-governmental organizations, akimat of the cities and areas of the region, 15 sectoral and territorial departments, 20 development institutions and national companies as well as 48 universities and colleges will be involved in their implementation.
As for “Business Birge, its fundamental task is solution of 300 individual and 30 systemic problematic issues. The analysis has shown that often entrepreneurs have no information of the current measures of the state support for business. There are more than 90 in the country. We will provide all this information to the business community in the near future.
Within the framework of the project “Business Social” it is planned to create 100 workplaces for people with special needs. People with disabilities, living in Pavlodar region, will be able to start business. In “Business Eco” direction it is scheduled to collect and sort solid household waste, collect and recover motor tires and improve recreation areas using public-private partnership.
“Business Innovation” provides for creation of a special information and analytical system, which will make it possible to give recommendations to businessmen on effective opening of the enterprises.
Even those entrepreneurs, who are ready to develop the business, do not always understand where they should invest money. The system will be a map with small and medium-sized entities. For example, an entrepreneur decided to open a hairdressing salon on Yestay street in Pavlodar. Thanks to the system, we will be able to understand how many hairdressing salons work in this microdistrict, whether there is a need in it and how soon the project will pay off. In other words, calculate success of the financial model. Thus, we will give a clear direction to our businessmen.
As for “Business Invest” it is proposed to build production facilities in the special economic zone “Pavlodar”. Thanks to it, investors will save time and money, which they have spent for the construction. In addition, businessmen will be able to stop working at any time with minimal losses or buy some buildings if the project is success”, the head of the Department of Entrepreneurship and Trade Aibek Tursyngaliyev said.
At the end of the presentation akim of Pavlodar region Abylkair Skakov has noted that we need a perfect implementation of the program. All interested government agencies and development institutions should be involved in it.
“We must understand the role of every responsible person in this project. It is necessary to focus on the service. We must know the effectiveness of the program. The end result is rendering assistance to businessmen”, the head of the region said.
The project office, which works on the program “Business Ertis”, will be in “House of investor”.
The project should cover all directions of business and provides for concrete results, both intermediate and final.
