Public proposals to be included in the plan of heat stabilization in Pavlodar

A special commission for solution of the heating problems has been created in Pavlodar. It consisted of the former heads of the city, experienced workers, experts, chairmen of the apartment owners' cooperatives and deputies.

The first meeting of the commission took place in the regional akimat under the chairmanship of the head of the region Abylkair Skakov. He said that public figures and independent experts should participate in the work to improve heat supply of high-rise buildings in Pavlodar

“Some accidents in the heat networks have left citizens without heating. We had to take emergency measures. The accidents were contained but in the conditions of severe frosts and epidemiological situation there were many questions. Therefore, we need an independent commission, which would offer proposals to improve the situation”, akim of the region said.

“14 damages have been registered in the heating networks of the city since the beginning of the heating season. The unified contact center has received more than 1600 calls concerning heat supply. In total, in Pavlodar there are 149 houses with disruption to heat supplies”, the head of the city Yerzhan Imanslyam noted.

The director of the regional chamber of entrepreneurs, former director of the heat network Oleg Kruk pointed out the mistakes in the design of residential buildings and social facilities. In his opinion, during the planning of a large building it is necessary to calculate the load in detail. The same approach should be used in the design of the reconstruction of the heat networks in order to repair those sections of the highway to which new consumers will be connected in the future.

“I would like to draw your attention to the housing stock. When I was the head of the heat network and when there was a major accident we cut out the frozen dropping pipes in a five-storied building. They were stuffed. Let’s face it: in our flats we replaced the water pipes but not heat pipes”, Oleg Kruk added.

The expert in heat power engineering Alexey Safarbakov told about the poor condition of the district heating networks. According to him, all attempts to increase the temperature during severe frosts affect the pipes inside the residential blocks. Therefore, the member of the commission proposed to develop a plan for modernization of the district heating networks as soon as possible.

“Today, it is impossible to control the observance of the hydraulic regime and a mechanism of influence on consumers who allow changing the work of the heating networks. You need to understand that in the centralized system a change in one consumer will affect another and if we have houses where there is overheating, there will be houses with underheating. In some houses of the city or business entities, the temperature is 10-15 degrees higher than the standard schedule, but it is not possible to connect to their heating units”, Alexey Safarbakov noted.

Among the other problems with heating there is arbitrary behavior of the apartment owners' cooperatives.

The participants of the meeting also discussed the necessity to train high-qualified plumbers and welders for serving the house networks.

“We really have a staff shortage. A few more years and we will not have qualified specialists for this work. We need to teach people in the colleges and institutes”, the head of the association of legal entities “Shanyrak” Nursaule Bekbolatova noted.

The head of the region set a task before the city administration, heads of the power plants and heat-transmitting companies. They and members of the commission have to analyze the existing problems. The action plan should be developed at the next meeting in a week.
