A modern medical complex can be built in the next few years. It became known in the meeting, held by akim of Pavlodar region Abylkair Skakov with the Minister of Health of the Republic of Kazakhstan Aleksey Tsoi, who had arrived in the region with a working trip.
In the meeting with medical community, the head of the Ministry of Health, Aleksey Tsoi told about the planned construction of multidisciplinary hospitals in the country, including in Pavlodar.
“A new clinic will be an important object for Pavlodar region. The project provides for a modern architectural solution and complete equipment of the hospital. All people of the region will be able to receive medical care in this complex”, the minister noted.
Akim of Pavlodar region Abylkair Skakov made a proposal to change the approach to training and retraining of medical personnel. The opening of a new large-scale medical facility will require a significant expansion and personnel development.
“When our doctors go to study abroad, they perform surgeries using foreign equipment. Here specialists work with the equipment we have and after a while they lose their skills they have learnt. Perhaps, it is worth changing the concept of training and inviting specialists from abroad to us to share their experience with our workers, taking into account our medical infrastructure. If we do not solve the problem with personnel, the effect of the construction of the new hospital will differ from what we expected”, the head of the region said.
Abylkair Skakov also has raised the issue of the effectiveness of optimization, in which different medical institutions are united. Akim gave an example of the decision to transfer the infectious diseases hospital to the regional clinic. Alexey Tsoi has assured that the Ministry of Health will review the optimization approaches.
“It is necessary to unite clinics and hospitals, but only if they are located on the same or adjacent territory. In addition, we should create multidisciplinary medical institutions using new projects. For example, a new multidisciplinary hospital was built and took medical personnel from the other hospital with outdated infrastructure”, he said.
In the meeting they also discussed the access to high quality medical care in rural areas. The Minister of Health said that in the near future, regional hospitals will be given more expanded functionality.
“Unfortunately, centralization has led to the fact that many medical facilities in rural areas are closed or empty. Medical personnel leave villages, it is the big problem. At the same time, the rule of the "golden hour" should use - a patient from anywhere in Kazakhstan must receive qualified medical care within an hour, from providing emergency care to a person with strokes or heart attacks and ending with surgical interventions”, he added.
“The Ministry of Health will focus on professional examinations in the villages, where there are no medical institutions at all. Mobile medical complexes, which all areas and Pavlodar region have received, should help in it”, Alexey Tsoi stressed.
During the working trip, Aleksey Tsoi also visited the Pavlodar city polyclinic №3, where the minister was told about provision of primary health care during the pandemic. Today, 13 mobile teams work in the polyclinic to help people with the symptoms of ARVI, pneumonia and COVID-19. In addition, online consultation was introduced in the medical facility. Doctors also see patients remotely using webcams. It minimizes direct contact between them and patients.
