Implementation of the Plan of the Nation “100 concrete steps” was discussed in the regional akimat. The head of the region Bulat Bakauov paid special attention to work of the police and development of tourism.

The head of Pavlodar region akim’s office Rasul Urazgulov was the first reporter in the meeting. He told about the work, carried out within formation of professional state agency.

“This year 782 civil servants took training courses, including 165 people within retraining and 617 people – advanced professional training. In case of moving, housing will be given to people”, he said.

Rasul Urazgulov also reported on the changes in salaries of civil servants. According to him, depending on the results of work, pay will be increased after introduction of the factor- scoring system of payment.

The first deputy head of the region Dyusenbai Turganov told about some details in work of the local police service.

“40 service cars have been purchased for LPS in 2017. Today there are 325 cars and 114 computers. In the region there are 182 police stations, 27 of them were repaired in 2016. 140 police stations are in need of capital repair. 3 more police stations should be opened: 1 in Pavlodar and 2 in Aksu”, deputy akim said.

By the way, the head of the local police service Yury Kolesnikov said that there were not enough beds in sobering-up stations of Pavlodar, Ekibastuz and Aksu.

“Today the total number of beds is 56, whereas, before the transfer of the centers of temporary adaptation and detoxification to the public health agency there were 72 ones and 120 in the year before. Every day we take 90-120 people to the center and at 21.00 the sobering-up station closes, because we have no beds. From 22:00 to 6:00 we cannot take other people, they walk along the streets and often they are the object or subject of crimes”, he added.

Bulat Bakauov noted that the issue had been discussed for the third time and it should be closed.

“If the question is only in financing, let’s provide the centers with necessary number of beds and staff to close the problem. In addition, we can merge the sobering-up stations of Pavlodar and Aksu and consider Ekibastuz absolutely and irrespectively”, akim resented.

Deputy akim of the region Nikolay Dychko discussed the issues of attraction of strategic investors in the priority sectors of the economy. He noted that the plan of measures to attract investments for 2017 had been approved. It included cooperation with investors, information and image activities aimed at promoting a positive image of Pavlodar region, including holding meetings “B2B” within “EXPO – 2017”.

“Over 20 meetings have been held with representatives of foreign countries. The largest of them – Xinjiang Zhongtai, which is a part of TOP-100 of Forbes companies, AVIC Securities, HEC, HUAWEI, MadCorporations, ShongMaoGroup, Silk Road Association (Hong Kong) and ENProde. There were also meetings with the ambassadors of the following countries: Germany, Japan, Egypt, Iran, United States and Israel”, N.Dychko said.

The issue of tourism development was also considered in the meeting.

“As of August 29, 2017, 138294 people visited Bayanaul Sate National Park, 560 of them foreign tourists. According to the results of the inventory, in the recreational area of the park there are 40 health resorts, among them 2 – children’s recreation camps. The total number of beds is 4260”, the head of the Department Entrepreneurship, Trade and Tourism Kanat Shabenov said.

Akim of Pavlodar region has noted that it was necessary to develop tourism in the region not only in Bayanaul.

“Where is information of medical tourism, for example, Moiydy sanatorium? You did not mention the Maraldy Lake. 40 thousand people had a rest there. We have talked about industrial tourism for some time. The coal mines in Ekibastuz can be places for visiting. You did not say anything about our hunting facilities, which also attract tourists, water tourism, which can be developed in Shcherbakty area”, B.Bakauov said.

Akim of the region offered to involve specialists in order to create a regional roadmap for the development of tourism.

Meanwhile, deputy head of the region Meiram Begentayev told about the work within the fourth reform called “Identity and Unity”.

“The International Youth Forum “BIRLIK.UNITY.KZ” was held in May. Representatives of the Russian Federation, Israel, South Korea, China, Uzbekistan, Azerbaijan and seven regions of Kazakhstan took part in it. The forum became the dialogue platform, which allowed uniting and cooperating with different youth organizations. The Summer Festival “We live in a one family” is held annually in the region. It is opened with the Kazakh national holiday “Қымызмұрындық”, which preserves the national cultural heritage of the Kazakh people, folklore, traditions and customs. 18 events were held in the region within the charity event of the Assembly of the People of Kazakhstan “The Caravan of Mercy”. The total amount of collected funds – more than KZ 2.5 mln”, he said.
