“By 2020 more than 40% of rural settlements of Pavlodar region will be provided with the centralized
water supply”, the head of the region Bulat Bakauov said in the meeting of the Committee for Economic Reform and Regional Development of Majilis of the Parliament of the Republic of Kazakhstan.
The issue of water supply was discussed in the Pavlodar “House of Friendship”. The vice minister of investments and development Roman Sklyar, head of the republican enterprise “Kazvodkhoz” Islam Abishev, deputies of Mazhilis of the Parliament RK Nurtay Sabilyanov, Aizada Kurmanova and others took part in it. Akim of the region noted that today only 78 of 380 villages (20.5%) had the access to centralized water supply (the worst result in the republic).

“There are some reasons. Firstly, in 2011-2012 the untimely submitted document about groundwater reserves for 39 villages. The work was done in 2013-2014. Secondly, make no sense to prepare design estimate documentation as we could not design without confirming documents. Therefore, for the implementation in 2012-2015, only 2 new projects have been approved every year. Thirdly, the prolonged periods of reconstruction of the Belovodsky and May group water pipelines, the reconstruction started in 2010. Of course, the local executive agencies are also guilty. During the years of implementation of the group water pipeline, people moved to other places (3000 people), in addition, 7 rural settlements were closed”, he noted.

Since last year, the work on water supply of the villages has been speeded up. Today, the groundwater reserves have been already approved for 25 years for 125 rural settlements. Until the end of the year, the authorities promise to approve the reserves for 24 more villages, in 2018 – for 22 and in 2019 – for 34.

“More than KZ 500 mln have been allocated for the last 2 years for the development of design estimate documentation. It happened that in the region the only one district center – Bayanaul with population of 26000 does not have the access to centralized water supply. Of course, there were some reasons – stony soil, mountains. But at the present time, thanks to the support of the Head of the State, government and deputies of the Parliament, the issue of construction of the water pipe in Bayanaul has been resolved. The water supply projects are implemented in 23 villages of the region (KZ 9.3 bln). 11 of them will be completed this year and 12 ones will be continued in 2018. We expect that by the end of the year about 40000 people of the region will be provided with quality drinking water. 335 km of new water supply networks have been built. At the same time, the level of provision will increase from 20.5% to 22.8%”, the head of the region added.
Next year, the work on water supply is planned in 19 rural settlements (KZ 8.5 bln). In addition, the projects for 3 settlements were submitted to the Construction Committee in October 2017. It is planned to allocate KZ 1 bln for these purposes.
“About 30 projects of rural water supply for 2019-2020 are under consideration. As a result, the level of provision in 2018 will be 27.1%, in 2019 – 36.5%, in 2020 – 40.7%. We have planned everything step by step until 2020. First of all, priority is given to 20 villages, so-called places of economic growth, where are the village-forming enterprises. People created all conditions in the villages where there is the water, met the sanitary standards. There are villages where it is necessary to improve the access to quality water supply”, the head of the region said.
At the end of his speech, Bulat Bakauov expressed gratitude to the deputies who helped to solve the problematic issues not only for “native” regions, where they had been elected, but also throughout the country.
